McCarthy (SCE) dated June 24, 1988, Same subject SCE's letter dated November 30, 1988 (Reference 1) provided an overview and status of a two-phase program to conduct a comprehensive Component Cooling Water (CCW) system reassessment for San Onofre Units 2 and 3. The results of the initial phase of the program were transmitted to the NRC by letter dated June 24, 1988 (Reference 2).

The second phase of the program is now complete. The enclosure contains the "Component Cooling Water System Operability Assessment" report which documents the results of the phase two portion of the program. Our assessment identified a condition where CCW valves with non-Class 1E powered control circuits could potentially spuriously actuate in conjunction with a design basis earthquake. This issue was discussed with the NRC in a telephone call and a one-hour report on December 15, 1988. Corrective action is being pursued to resolve this concern. A Licensee Event Report addressing this condition will be submitted within 30 days. In addition, SCE will continue to evaluate potential design modifications to enhance overall CCW system operation.
