INTERIM SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 REGARDING INSERVICE TESTING OF PUMPS AND VALUES To ensure that all ASME Code Class 1, 2, and 3 safety-related pumps and valves are in a state of operational readiness to perform necessary safety functions throughout the life of the plant, an inservice testing (IST) program must be conducted for all safety-related pumps and valves. The program must provide for both functional testing of the components in the operating state and for visual inspection for leaks and other signs of distress.

The licensee has submitted revisions to the IST programs up to and including revision 12 for Unit.2 and revision 7 for Unit 3. The programs and revisions will meet the requirements of 10 CFR 50.55a(g), including the 1977 Edition of the ASME Boiler and Pressure Vessel Code,Section XI through the Summer 1979 Addenda. However, the licensee has requested certain relief from the Code testing requirements pursuant to 10 CFR 50.55a(g)(1).

At this time, we have not completed our detailed review of the licensee's sub mittal. However, we have evaluated his request for relief and based on our review we find that, imposition of these requirements would, in our.view, result in hardships or unusual difficulties without a compensating increase in the level of quality or safety.' Therefore, pursuant to 10 CFR 50.55a(g)(1),

we believe that the relief that the licensee has requested from the pump and valve testing requirements of the 1977 Edition of ASME Section XI through the Summer 1979 Addenda should be granted until our detailed review is complete.

If completion of our review results in additional testing or other requirements, we will require that the licensee comply with them.
