Resolution of Technical Issues Regarding Dislodging of Steam Generator Tube Plugs This letter confirms the understanding reached with Southern California Edison Company regarding dislodged steam generator tube plugs at San Onofre Nuclear Generating Station, Unit 2, as discussed in a telephone conversation between Messrs. B. H. Faulkenberry and D. M. Crutchfield of the NRC and yourself and Mr. Morgan, of your staff, on April 4, 1988.
It is my understanding that you will coordinate with NRR and resolve the current technical issues related to the recent San Onofre Unit 2 steam generator tube plug failures. In addition, it is my further understanding that you will not take the San Onofre Unit 2 facility above 20% of its rated power until after the technical issues have been resolved with NRR and until after you have received permission from the NRC Region V office to do so.
If my understanding concerning your proposed actions, as summarized above, is not correct, you should promptly notify this office in writing.
