Rescission of Confirmatory Action Letter Regarding Dislodging of Steam Generator Tube Plugs This refers to our Confirmatory Action Letter dated April 4, 1988, which confirmed the understanding reached with you regarding actions to be taken to resolve technical issues associated with San Onofre Unit 2 steam generator tube plug failures.
NRR has conducted a technical review of your submittal dated April 3, 1988, which included your justification for continued operation (JCO). Revisions to your JCO as provided by Mr. Medford's letter dated April 5, 1988, were also discussed by NRR with your staff. In addition, SCE committed in the April 5 letter to provide to the NRC by May 5, 1988 certain information related to future tube plug monitoring and inspections.
Based upon NRR's technical review of your submittals, it is our understanding that the technical issues associated with the tube plug failures have been adequately resolved. We therefore rescind our letter of April 4, 1988, and concur with continued Unit 2 operation above 20% power.
