UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 04 February 5, 1991 Docket No. 50-361 Mr. Harold B. Ray Mr. Gary D. Cotton Senior Vice President Senior Vice President Southern California Edison Co.
Engineering and Operations Irvine Operations Center San Diego Gas & Electric Co.
23 Parker Street 101 Ash Street I
Irvine, California 92718 San Diego, California 92112 Gentlemen:
SUBJECT:
INADVERTENT CONTAINMENT SPRAY EVENTS AT COMMERCIAL NUCLEAR POWER PLANTS As a result of the inadvertent containment spray event that occurred at San Onofre Nuclear Generating Station, Unit No. 2.(SONGS-2), on November 20, 1990, the NRC staff performed a review to determine the appropriate course of action for licensees to take following an event of this nature and to determine if the actions taken by Southern California Edison Company (SCE) were appropriate following the November 20 eveit. Our Safety Evaluation (SE) is enclosed for your information.
Based on the results of our review, we have determined that the actions taken by SCE in response to the November 20 containment spray event at SONGS-2 were appropriate in most respects. However, as we discuss in Section 6.0 of our SE, it is not apparent that SCE completed a detailed review of Technical Specification requirements following this event, and your planned review of industry experience should nut be narrowly focused on previous containment spray events but should also include a review industry experience and NRC generic communications that may be relevant. While we expect you to correct these weaknesses in your evaluation, we do not require a written response from yuu specifically identifying the corrective actions that you have taken.
As we state in our SE, the staff's position is based in part on an abbreviated review of industry experience as it may relate to containment spray events.
However, it is our understanding that SCE will complete a more detailed review of industry experience as part of its continuing evaluation of the November 20 event. Therefore, you are requested to submit the details and results of your review in this regard for our information when you have completed this action.
The staff will review this information to assure that the NRC position on this matter remains valid. Your response, or your schedule for providing your response, is requested within 60 days of the date of this letter.
