SAFETY EVALUATION REPORT ON COMPLIANCE WITH 10 CFR 50.62 (ATWS RULE) REGARDING DIVERSE EMERGENCY FEEDWATER ACTUATION SYSTEM FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NOS. 2 AND 3 (TAC NOS.

59139 AND 59140)

By letter dated March 15, 1990, Southern California Edison Company submitted the plant-specific design of the Diverse Emergency Feedwater Actuation System (DEFAS) to be installed at San Onofre Units 2/3, to complete the 10 CFR 50.62 (ATWS Rule) implementation requirements. The staff has completed its review of the information submitted. Based upon this review, the staff has concluded that the proposed DEFAS design conforms to the requirements of 10 CFR 50.62, and is, therefore, acceptable. The safety evaluation is enclosed for your review.

However, the staff's conclusion is subject to the post implementation inspec tion at San Onofre Units 2/3. The inspection will audit the DEFAS software verification and validation process and the end-to-end test procedures as discussed in the safety evaluation.

Our safety evaluation sent to you in a letter dated January 30, 1990, closed a portion of the ATWS-related work. This letter, in conjunction with the January 30, 1990 missive, completes the safety evaluations related to 10 CFR 50.62.

Installation and implementation of ATWS-related equipment should proceed as previously discussed in past correspondence. The staff considers the licensing activities under the aforementioned TACs complete.
