PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 - PCNS-223, 225, AND 245 (TAC NOS. 65090, 65091, 65549, 65550, 69360, AND 69361)
By letters dated May 12, 1987 and September 1, 1988, you requested changes to the Technical Specifications for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3. These changes affected Sections 3.3.3.8, "Radioactive Liquid Effluent Monitoring Instrumentation" (PCN-223), 4.11.1.3, "Liquid Waste Treatment" (PCN-225) 4.11.2.1, "Dose Rate" (PCN-225), 4.11.2.4, "Gaseous Radwaste Treatment" (PCN-225), 3/4.3.2, "Engineered Safety Feature Actuation System Instrumentation" (PCN-245), and 3/4.3.3.1, "Radiation Monitoring Alarm Instrumentation" (PCN-245).
The staff has reviewed your proposals and has determined that they are not acceptable. Therefore, we are denying your requests. The attached safety evaluation provides the bases for this action.
Sections 3.11 and 3.12 of the Technical Specifications are the subject of a Generic Letter which is to be issued in the near future. You are encouraged to apply for amendments to these sections in accordance with that Generic Letter.
