PROPOSED CHANGE TECHNICAL SPECIFICATIONS 3.7-1, "STEAM LINE SAFETY VALVES PER LOOP," PCN 228 -
SAN ONOFRE UNITS 2 AND 3 (TAC NOS. 66494 AND 66495)
Gentlemen:
By letter dated February 27, 1988 you proposed a change to Tecnical Specifi cation Table 3.7-1 for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 which would remove the Steam Line Safety Valve number designations and orifice sizes from that table.
The staff has reviewed your request and has concluded that the proposed change is not acceptable. With regard to the valve number designations, it is important that there be a specific lift setting associated with a particular valve number. It is not satisfactory to allow the lift setpoint to drift and thereby take credit for a different lift setpoint. Rather, the cause of the drift must be investigated and corrected, if possible, and the valve setpoint must be readjusted. With regard to the orifice size, you have provided no justification for removing that information from the table. Therefore, we are rejecting this request.
