SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 2
SUBJECT:
SUMMARY
OF CASELOAD FORECAST PANEL VIST TO-SAN ONOFRE UNIT 2 On November 29, 1978, W. Lovelace, A. Abell, R. Pate (the resident NRC in spector) and I met with the applicants at the San Onofre site to review the bases for the Unit 2 construction schedule. The applicants described the construction status and schedule, and the startup testing program. As of November 1, 1978, Unit 2 pl us conimon areas were 68% complete, based on man power expended. Major construction schedule milestones for Unit 2.are as follows:
NRC construction permit issued 10/73 State Coastal Commission permit issued
.2/74 Site preparation start 3/74 Structural concrete start 10/74 Set reactor pressure vessel 4/77 Cold hydrostatic test of RCS 8/79%
-Load Fuel 2/80 Initial full power operation 10/80.
The applicants described the bulk material quantities installed to date and total to be installed for-several categories of construction materials, as folTows:

2-JN1 6 1979 The appl'icants presented a summary of the current construction status of each major structure. As may be seen from the following list, the Unit 2 structures are currently behind schedule by varying.amounts.

The applicants have developed recovery plans for getting these structures back on schedule, and are qptimistic that they will be successful in this endeavor.
The applicants also described their planned startup schedule, which 'shown in Enclosure 1. After the above-presentations by the applicants, a tour of Unit 2 was conducted.
After the tour, the NRC employees caucussed and reached the foll6wing con clusions regarding the San Onofre Unit 2-construction schedule, which were discussed with the applicants after the caucus.
- 1. The San Onofre Unit 2 construction rate to date closely approxi mates the median rate for a group of other nuclear plants studied by the Caseload Forecast Panel.
2.. There. is no basis to assume that the future rate of construction at Unit 2 will exceed the median rate for other nuclear plants.
Our review of the bulk material quantities, the planned start up schedule, and our inspection of the facility reinforce this conclusion. We believe that the-planned startup sch dule-is optimistic, and that pipe hanger installation could be a con struction bottleneck.

completion, we forecast that the most likely fuel load date for San Onofre Unit 2 is November 1980.
