WEEKLY IODINE/PARTICULATE SAMPLE SURVEILLANCES (TAC NOS. 75193 AND 75194)

Your letter dated January 24, 1991, requested that you be allowed to discontinue weekly sample surveillances for the fuel handling isolation system (FHIS) iodine and particulate radiation monitors for San Onofre Nuclear Generating Station, Unit Nos. 2 and 3. This request was based upon the Safety Evaluation enclosure with Amendment Nos. 86 and 76 to Facility Operating License Nos. NPF-10 and NPF-15, respectively, dated April 12, 1990. In this Safety Evaluation, the staff stated, "The licensee proposes to remove the isolatiun function of the particulate and radioiodine monitors, but otherwise leave the air sampling media in place to be analyzed weekly for integrated activity."

In your recent letter, you stated that San Onofre personnel are presently taking weekly continuous samples from the FHIS iodine and particulate channels and analyzing them. Additionally, you add that prior to the Safety Evaluation, personnel only replaced the FHIS iodine and particulate filters every week and did not analyze them, since this was not necessary before or since the issuance of the amendments. Your intent was to leave the filters in place to preserve the "in-process" iodine sample point for the fuel handling building ventilation system as required in the Standard Review Plan, section 11.5.

Upon review of your submittal, the staff agrees with your discussion. Therefore, you should replace the aforementioned sentence with the following:

"The licensee proposes to remove the isolation function of the particulate and radioiodine monitors, but otherwise leave the air sampling media (particulate filter and charcoal cartridge) in place. The sampling media will continue to be replaced weekly, will be analyzed if deemed necessary, and the sample point will be kept functional."
