RECOMMENDATIONS FOR OFFICE DIRECTOR ACTION RESULTING FROM FIRST MEETING OF HEADQUARTERS GROUP.FOR SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

The.charter for the SALP Review Group includes the objective "to improve licensee performance by recommending corrective action to the Director, IE and/or the Director, NRR." The purpose of-this memorandum is to provide such recommendations-resulting from the Review Group's meeting on December 16, 1980 covering the evaluation of the first group of eight licensees. The recommendations involve San Onofre 1 and are intended to suplement increased inspection efforts at that facility already initiated by Recion V.

Region V, as a result of their SALP review of this facility, has increased inspe:tion effort in the areas of Surveillance and Preoperational Testing, Design Cbanges and Modifications, Quality Control, Radiation Protection, Preventive Maintenance, and Plant Procedures.

The SALP Review Group believes San Onofre 1 should retain their own consultant to audit areas where they are encountering regulatory difficulties and to assist them in improving their performance. Such a."self-help" program may also reduce the impact on Region V resources being devoted to increased inspection effort at this facility.

(For information, Southern California Edison has already retained NUS Corpora tion to help them rewrite certain plant procedures, in response to regulatory concerns in this area.)

NRR, as part of the San Onofre Unit 2 Licensing review, plans a review of Southern California Edisoh management (currently undergoing reorganization).

Also scheduled for January/February 1981 is a management inspection at the San Onofre site and at the corporate office, pursuant to Task Action Plan requirements for OL Applicants.

- 2 B'ased on the above, the SALP Review Group re:c-nends that:

1. Director, IE initiate acti.on in conjunction with Region V to determine if the use of consultants by Southern California Edison will assist San Onofre 1 in improving their performance in the identified areas of regulatory difficulty. If IE determines this action is appropriate, Region V shall make such a recommenda tion to Southern California Edison.
2. Director, NRR conduct the planned review of Southern California Edison Management with particular attention to management capa bilities in the areas where Region V has identified the need for increased inspection effort. Also, as part of this review, ascertain if Southern California Edison has or is taking appro priate corrective action in these areas.
