San Onofre Nuclear Generating Station Units 1, 2 and 3 By letter dated December 19, 1978, we submitted the report entitled, "Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3, December, 1978."
Our March 23, 1979 letter submitted revised pages to.the Plan to reflect information associated with changes to the physical security provisions at San Onofre Unit 1.
As you are aware, construction of San Onofre Units 2 and 3 has continued since submittal of the Plan in December, 1978.
As construction has progressed, the physical security provisions contained in the December, 1978 Plan have changed (i.e., computer system software and hardware, barrier locations, organization, etc.) to accommodate the asbuilt configuration.
These changes are reflected in the report entitled, "Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3, March, 1981," five copies of which accompany this letter. The enclosed report also reflects (1) understandings reached with members of the Regulatory staff during meetings held on November 20 and 21, 1980 at San Onofre Units 2 and 3, and (2) the provisions of the Security Force Training and Qualification Plan (incorporated by reference) and the Safeguards Contingency Plan (incorporated as Chapter 8), both approved by the NRC letter dated January 22, 1981 as Amendment No. 51 in Docket No. 50-206.
The substantial number of changes to the enclosed report has made it impractical to indicate the changes with lines in the margin.

McCorkle Page 2 For your information, we are planning to install a single telephone system to combine the Pacific Telephone and Private Automatic Telephone systems at San Onofre Units 1, 2 and 3. Accordingly, we are currently preparing a revision to Chapter 7, Central Communications System, of the enclosed report which describes two telephone systems to reflect this change. It is expected that this change can be submitted by March 20, 1981.
Pursuant to 10 CFR 2.790(d), the enclosed report is exempt from public disclosure and you are requested to withhold the report from public disclosure.
