Purpose:
The purpose of this Regulatory Conference, which has been scheduled at your request, is to provide an opportunity for you to present to the NRC your perspective on the facts and assumptions the NRC used to arrive at, and assess the significance of, the finding and associated apparent violation (AV) documented in NRC Inspection Report Nos.
05000220/2013003 and 05000410/2013003, dated August 13, 2013, (ML13225A471), and letter dated September 23, 2013, (EA-13-186),
Nine Mile Point Nuclear Station, Units 1 and 2 - NRC Integrated Inspection Report 05000220/2013003 and 05000410/2013003; Preliminary Greater than Green Finding and Apparent Violation, (ML13266A237). This finding dealt with inadequate CENG procedures for restoration following an unexpected loss of direct current control power resulting in an unplanned loss of all shutdown cooling (SDC) when time to boil was less than two hours. As a result of this inadequacy, Nine Mile Point Unit 1 had a loss of SDC event that occurred on April 16, 2013, during the unit refueling outage. This conference will also address whether enforcement action is warranted for the associated AV.
