Dear Ms. Pederson:

Enclosed is one copy of the Final Report for the July 10, 2013, Radiological Emergency Preparedness (REP) Full Participation Plume Exposure Pathway Exercise for the Palisades Nuclear Power Plant.

Under separate cover, one copy ofthis report is being sent to the Indiana Department of Homeland Security Radiological Program Manager for distribution. The State of Indiana and the utility owner/operator for Palisades Nuclear Power Plant participated in this exercise.

There were no Deficiencies or new Areas Requiring Corrective Action (ARCAs) identified for the State of Indiana during this exercise.

There was one previous Area Requiring Corrective Action (ARCA) resolved for the State of Indiana (44-12-3a1-A-03). The ARCA was identified under Criterion 3.a.1 -Protective Action Implementation, whereby the dosimetry coordinator was not familiar with dosimeter charging and the dosimeters that were initially issued were not charged and ready for use. The Field Sampling Team (FST) dosimetry brief was incomplete and did not adequately address either administrative reporting or tum-back values for either radiological accumulated dose or exposure rate. The ARCA was successfully re-demonstrated during this exercise.

There was one Planning Issue identified for the State oflndiana (44-13-3a1-P-01) identified under Criterion 3.a.1, in which the plans were reviewed for the changes incorporated through the correction of ARCA (44-12-3a1-A-03) and should be revised to incorporate the policy revisions and associated forms into the State of Indiana Ingestion Pathway Plan.

A detailed discussion of these issues can be found in Part IV of the Final Report.

Based on the results of the July 10,2013, exercise, the offsite radiological emergency response plans and preparedness for the State of Indiana and affected local jurisdictions, site-specific to the Palisades Nuclear Power Plant, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Dear Ms. Pederson Page2 Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Indiana site-specific to the Palisades Nuclear Power Plant, granted on July 6, 1982, remain in effect.

Copies of this Report were transmitted to the DHS/FEMA National Office, Nuclear Regulatory Commission (NRC) Headquarters' Document Control Desk, and the State of Indiana.
