Dear Mr. Fields:

By letter dated January 21, 2010 (Agencywide Documents Access and Management System Accession No. ML1002805580), Northern States Power Company - Minnesota (NSPM, the licensee), submitted a license amendment request (LAR) for the Monticello Nuclear Generating Plant (MNGP). The proposed LAR would allow plant operation in the expanded Maximum Extended Load Line Limit Analysis Plus (MELLLA+) domain.

MNGP is currently licensed to operate in the Maximum Extended Load Line Limit Analysis (MELLLA) domain with thermal-hydraulic stability Option III.

The U.S. Nuclear Regulatory Commission (NRC) staff in the Reactor Systems Branch of the Office of Nuclear Reactor Regulation has identified areas where additional information is needed to complete its review. The requests for additional information (RAIs) are provided below.

Please provide a response to the RAIs by September 20, 2013. You may request to discuss the contents of these RAIs with the NRC staff in a conference call, including any change to the proposed response date.

[DRAFT] REQUEST FOR ADDITIONAL INFORMATION RELATED TO A PROPOSED AMENDMENT TO LICENSE NO. DPR-22 FOR USE OF MAXIMUM EXTENDED LOAD LINE LIMIT PLUS (MELLLA+)

UNDER EXTENDED POWER UPRATE CONDITIONS NORTHERN STATES POWER COMPANY - MINNESOTA (NSPM)

MONTICELLO NUCLEAR GENERATING PLANT (MNGP)

DOCKET NO. 50-263 TAC NO. ME3145 The Nuclear Regulatory Commission (NRC) staff has reviewed the July 31, 2013 and August 14, 2013 NSPM responses associated with the Maximum Extended Load Line Limit Analysis Plus (MELLLA+) license amendment request, and has the following questions related to RAI 5 for the MNGP MELLLA+ plant-specific application. The staff notes that credit for the TRACG04 quench model is no longer required for the MNGP MELLLA+ Anticipated Transient without Scram with Instability (ATWSI) calculation:

RAI 1 90-second Operator Action Assumption The failure of the reactor to shut down during certain transient can lead to unacceptable reactor coolant system pressure, fuel conditions, and/or containment conditions.

Provide a training schedule and tracking method to train operators on the importance of taking action within 90 seconds to mitigate an ATWS event.

RAI 2 ATWSI transient documentation Providing an ATWSI analysis is a MELLLA+ SER requirement per NEDC-33006P-A, Rev. 3, but the ATWSI analysis of record in the Safety Analysis Report (SAR) is based on the incorrect TRACG04 quench model. Provide documentation of the updated ATWSI analysis that includes assumptions, sequence of events, plots of relevant variables, and margin to acceptance criteria. Provide a justification for the assumptions used, with special emphasis on operator action timing (including actual timing values from simulator trials) and the type of initiating transient selection (i.e., Recirculation Pump Trip (RPT) versus Turbine Trip with Bypass (TTWBP)). A SAR revision or update would be adequate.
