MID-CYCLE ASSESSMENT LETTER FOR FERMI POWER PLANT UNIT 2 (REPORT 05000341/2013006)

Dear Mr. Plona:

On August 13, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed its mid-cycle performance review of the Fermi Power Plant, Unit 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2012, through June 30, 2013. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC determined the performance at Fermi Power Plant, Unit 2, during the most recent quarter, ending June 30, 2013, was within the Regulatory Response Column (Column 2) of the NRCs Reactor Oversight Process (ROP) Action Matrix because of a White PI for Unplanned Scrams per 7000 Critical Hours. On June 25, 2013, the NRC completed a 95001 supplemental inspection at your facility to evaluate the corrective actions taken by members of your staff to address the performance indicator issue and prevent recurrence. The NRC determined you met the objectives of that inspection and documented the results in NRC Inspection Report and Assessment Follow-up Letter 05000341/2013009 (ADAMS Accession Number ML13198A509). In that letter, the NRC also updated its assessment of Fermi Power Plant, Unit 2, and informed you that Fermi Unit 2 transitioned back to the Licensee Response Column (Column 1) of the ROP Action Matrix, effective July 17, 2013.

Therefore, the NRC plans to conduct ROP baseline inspections at your facility. The NRC also plans to conduct non-routine inspections and temporary instructions at your facility, including: Inspection Procedure (IP) 71111.05(T), Fire Protection (Triennial); IP 71111.07(T), Heat Sink Performance (Triennial); IP 71111.11(B), Licensed Operator Requalification Program and Licensed Operator Performance (Biennial); IP 71152(B),

Problem Identification and Resolution (Biennial); Temporary Instruction (TI) 2201/004, Inspection of Implementation of Interim Cyber Security Milestones 1-7; TI 2515/182, Review of the Implementation of the Industry Initiative to Control Degradation of Underground Piping and Tanks; and TI 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats.

Routine inspections performed by resident inspectors are not included in the inspection plan.

The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. The inspection plan does not include security-related inspections, which will be sent via separate, non-publicly available correspondence.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS).
