Dear Mr. Bartron:

By letter dated July 8, 2013 (ADAMS Accession Number ML13197A219), Dominion Nuclear Connecticut, Inc. (DNC) submitted for the U.S. Nuclear Regulatory Commission (NRC) review and approval of an alternative to the ASME Code for Operations and Maintenance of Nuclear Power Plants (i.e., OM Code), 2001 Edition through 2003 Addenda, for Millstone Power Station Units 2 and 3. Specifically, DNC requests approval of an alternative to adopt Code Case OMN-20, Inservice Test Frequency, to allow the use of tolerances for ASME OM Code IST frequencies.

In accordance with NRC's process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your Alternative Request G-001, and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
