Dear Mr. Bartron:

By letter dated August 1, 2013, Dominion Nuclear Connecticut, Inc. (DNC) submitted for the U.S. Nuclear Regulatory Commission (NRC) review and approval of Relief Request RR-04-16 for Millstone Power Station Units 2 (ADAMS Accession Number ML13220A019). ASME Code,Section III requires that ASME Class 2 carbon steel circumferential pipe weld joints be examined utilizing radiographic examination techniques to satisfy nondestructive examination requirements. DNC requests approval to use encoded Phased Array Ultrasonic Examination Techniques (PAUT) as an alternative to radiographic examination. Compliance with the requirements of 10 CFR 50.55a would result in a hardship or unusual difficulty without a compensating increase in the level of quality and safety.

In accordance with NRC's process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," the NRC staff has performed an acceptance review to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your Relief Request RR-04-16, and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
