PRAIRIE ISLAND NUCLEAR GENERATING PLANT. UNITS 1 AND 2 CORRECTION TO TECHNICAL SPECIFICATION PAGES INCLUDED WITH AMENDMENT NOS. 207 AND 194 REGARDING THE ADDITION OF FUEL OIL LICENSE BASES AND REVISION TO TECHNICAL SPECIFICATION (TS ) 3.7.8, "COOLING WATER SYSTEM" AND TS 3.8.3, "DIESEL FUEL OIL" (TAC NOS. ME6849 AND ME6850)
Dear Mr. Lynch:
By letter dated May 9. 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13093A344), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 207 and 194 to Renewed Facility Operating License Nos. DPR-42 and DPR-60 for the Prairie Island Nuclear Generating Plant, Units 1 and 2, respectively.
Following issuance of these amendments. the NRC staff was informed by a member of your staff that an error had been inadvertently introduced into the TS pages during the processing of the amendments. The specific error is discussed below:
In its license amendment request application dated August 11. 2011 (ADAMS Accession No. ML112240140), Northern States Power Company, a Minnesota Corporation, doing business as Xcel Energy (the licensee), proposed a change to Condition D ofTS 3.7.8, "CL System."
The additional size of revised Condition D required the licensee to relocate it from TS page 3.7.8-3 to TS page 3.7.8-4. The application included marked-up and revised TS pages 3.7.8-4 and 3.7.8-5; however. the need for removal of the "old" Condition D from TS page 3.7.8-3 was not identified by the licensee and subsequently not recognized by the NRC staff prior to issuance of the license amendments.
The NRC staff concludes that this error was inadvertently introduced during the preparation of the license amendments, and that the error is entirely editorial in nature.
Please find the enclosed replacement TS page 3.7.8-3 for Amendment Nos. 207 (Unit 1) and
. 194 (Unit 2). This correction does not change any of the NRC staff's conclusions in the safety evaluation associated with the amendments.
