Duke Energy Carolinas, LLC Oconee Nuclear Station Units 1, 2, and 3 Docket Nos. 50-269, -270, -287 2010 10 CFR 50.59 Annual Report Page Replacement Due to Typographical Error Attached is a revised page 2 of 6 to the Oconee Nuclear Station 2010 10 CFR 50.59 annual report that was submitted on June 30, 2011. This page is being revised because a typographical error was discovered by a Duke Energy internal assessment team. The typographical error on this page was associated with the number of pressurizer heaters and the corresponding maximum allowable steam space leakage rate. In the original submittal these two numbers were copied as one, however after review these numbers should be defined in two separate columns as seen in the attached document. Please replace page 2 of 6 in the original submittal with the attached document.

Revise TSB 3.10.1 for Unit 1 Required SSF (Standby Shutdown Facility)-Controlled Pressurizer Heaters

Description:==

This is a revision to TS BASES 3.10.1 and results from a surveillance and follow-up calculation update by established refueling-frequency processes which are specifically for the purpose of verifying or updating the TS 3.10.1 BASES tables for SSF-controlled pressurizer heaters, as outlined in Reactor Coolant System (RCS) Design Basis Document (DBD) Test Matrix (OSS-0254.00-00-1033 section B.13). The surveillance is performed at 100% Full Power (FP) after stable conditions are reached following startup from refueling, In this case the surveillance and calculation indicated a need to revise the TS BASES 3.1.10 table shown below for Unit 1. Pending revision of the TS BASES table, Unit 1 is considered Operable But Degraded Non-Conforming (OBDN). When the TS 3.10.1 BASES table is revised, the OBDN will be resolved and the affected table will read as follows (increase of 1 heater has been made on each line).

Unit 1 Number of Bank 2 Group B & C Maximum Allowed Pressurizer, Pressurizer Heaters Available Steam Space Leakage 17 0.50 GPM 16 0.25 GPM 15 0.10 GPM 14 0.00 GPM This increases by one (1) the number of SSF-controlled pressurizer heaters required for Unit 1.

The analysis supporting the change in OSC-3144 rev. 13.

This change is similar to previous TS BASES 3.10.1 changes for earlier updates to OSC-3144.

Implementing this change will resolve an OBDN condition on Unit 1 documented in PIP 0-10-1113.

The results of the evaluation show that:

- No TS change is required.

- No change to the UFSAR is required.
