SUMMARY

OF JUNE 27,2013, MEETING WITH TENNESSEE VALLEY AUTHORITY ON QUARTERLY UPDATE OF THE EXTENSION REQUEST AND COMMITMENT TO IMPROVE FLOOD MITIGATIONS On June 27, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the meeting was for TVA to present its committed quarterly updates on two separate commitment letters dated May 9,2013, and April 16, 2013, respectively:

1. Progress during the 2-year period of extension request by TVA to respond to Recommendation 2.1, Flooding, of the Near-Term Task Force (NTTF) Review of the insights from the Fukushima Dai-ichi Accident for Sequoyah Nuclear Plant and Watts Bar Nuclear Plant. TVA submitted the updated request on May 9,2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13133A004). In it, TVA committed to provide the status of completed actions and progress to completing the Hazard Reanalysis Report quarterly, starting June 2013. The NRC approved the request on July 1, 2013 (ADAMS Accession No. ML13163A296).
2. Progress on TVA's voluntary commitment to install an improved flood mitigation system to provide additional margin against flood hazards that TVA committed to in a letter dated April 16,2013 (ADAMS Accession No. ML13108A107). In that letter, TVA committed to provide periodic written updates regarding progress of the project by the last day of March, June, September and December of each year until the project is completed, starting June 30,2013. The NRC acknowledged this commitment on July 1, 2013 (ADAMS Accession No. ML13182A615).

An agenda was provided with the meeting notice (ADAMS Accession No. ML13158A291). A list of attendees is enclosed.

Mr. Joseph Shea discussed the May 9,2013, commitments with TVA's slide presentation (ADAMS Accession No. ML13182A087) on the progress of the NTTF 2.1 Flooding hazard reanalysis with support from TVA staff, and answered questions from the NRC staff. TVA's approach to analyzing failures of multiple dams in close proximity of a seismic event were presented. This approach uses a screening process to narrow down the high-risk dam and scenario before applying the detailed analysis being proposed in the NRC staff's interim guidance. The NRC staff indicated because it is a guidance document of acceptable approaches, TVA has the option to deviate from it with proper justification. TVA is considering submitting a white paper with additional technical details and engaging the NRC technical staff at another public meeting in the future.

- 2 Mr. Shea discussed the April 16, 2013, commitments with TVA's slide presentation (ADAMS Accession No. ML13182A066) on the progress of the improved flooding mitigation systems with support from TVA staff. TVA identified more optimal configurations for the flood mitigation equipment following the April 16, 2013 letter and will revise the commitment accordingly.

No regulatory decisions were made at the meeting. Members of the public were in attendance.

At the end of the business portion of the meeting, a clarification question was asked by a member of the public that was satisfactorily responded to by the NRC staff. No Public Meeting Feedback forms were received.
