SUBJECT:
TENNESSEE VALLEY AUTHORITY COMMITMENT TO INSTALL IMPROVED FLOOD MITIGATION SYSTEMS AT SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2, AND WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2
Dear Mr. Shea:
By letter dated April 16, 2013, (Agencywide Documents Access and Management System Accession No. ML13108A107), the Tennessee Valley Authority (TVA) made commitments to improve the mitigation strategy for potential external flooding hazards at the Sequoyah Nuclear Plant (SQN), Units 1 and 2, and Watts Bar Nuclear Plant (WBN), Units 1 and 2. The milestone, commitments, and implementation dates as described in your letter are summarized as follows:
MILESTONE COMMITMENT IMPLEMENTATION DATE 1
Construction of structure SQN: June 2015 WBN: November 2015 2
Develop diverse and redundant power supplies (diesel) for new system components SQN: December 2015 WBN: August 2014 3
Install an enhanced flood mode system for decay heat removal SQN: December 2016 WBN: December 2016 4
Install an enhanced flood mode RCS makeup system SQN: December 2016 WBN: December 2016 The NRC acknowledges that these voluntary commitments are being made by TVA to improve the existing flood mitigating system established at SQN and WBN. We encourage these commitments to increase the safety margins of the established flood mitigation strategy for SQN and WBN. The NRC intends to review these modifications in accordance with our regulatory processes, as appropriate. If for any reason the actions cannot be completed within the specified schedule, TVA is requested to notify NRC in writing of your modified schedule in advance of the change.
