Enclosure 1 PVNGS Implementation of Multi-Unit/Multi-Source Dose Assessment Capability

PVNGS Implementation of Multi-Unit/Multi-Source Dose Assessment Capability Introduction Consistent with References 1, 2, 3 and 4, Arizona Public Service Company (APS) is providing a description of the current multi-unit/multi-source dose assessment capability and the plans for enhancing this capability for PVNGS. The specific information itemized in Reference 4 is stated, followed by the APS response.

  • A summary of the current capability to perform multi-unit/multi-source dose assessment APS ResDonse A. Current Multi-Source Capability APS currently uses Raddose-V Dose Assessment Software developed by AECOM for PVNGS. The software currently has multi-source dose assessment capability. The software can sum up to five different radioactive releases from a single unit and provide an integrated report showing downwind projected doses based on this sum.

The software operating instructions provide direction to the user on how to add additional radioactive releases and produce reports from the software. The training for the Emergency Response Organization (ERO) personnel that perform dose assessment has been reviewed and determined to be adequate for multi-source dose assessment.

B. Current Multi-Unit Capability Raddose-V Dose Assessment Software currently can run concurrently on three PVNGS units from a single computer. The dose assessments from the multiple units can be manually summed to produce a multi-unit dose assessment. APS evaluated the current software operating instructions contained in the Dose Assessment Users Manual and ERO training for producing multi-unit dose assessment capability. It was determined that the current procedural guidance and ERO training for performing dose assessments do not contain sufficient detail to ensure consistent performance during multi-unit events.

For those that do not have this capability, the anticipated schedule to establish it on an interim and/or permanent basis. It is expected that interim measures will be available to perform this function prior to implementation of a permanent solution. Holders of a Combined License (COL) will address the implementation of a multi-unit/multi-source dose assessment capability consistent with their licensing, construction and startup schedules.

APS ResDonse As an operating facility, the elements of the request dealing with COL holders are not applicable to PVNGS.

A. Interim Solution APS will revise the PVNGS Dose Assessment Users Manual and ERO training to provide additional detail on multi-unit/multi-source dose assessment as an interim measure until implementation of a permanent solution. The revision to the Dose I

PVNGS Implementation of Multi-Unit/Multi-Source Dose Assessment Capability Assessment Users Manual and ERO training for the interim measures are under development and are scheduled to be implemented by November 30, 2013.

B. Permanent Solution In order to reduce the potential for manual summation errors and to increase overall dose assessment efficiency, APS intends to implement updated software. This software revision will have the capability to automatically sum selected assessment results using a revised computer methodology.

APS commits to having multi-unit/multi-source dose assessment capability no later than December 31, 2014, as described in Reference 4 and in Enclosure 2 of this submittal.

PVNGS Implementation of Multi-Unit/Multi-Source Dose Assessment Capability A description of how the implementation schedule will be tracked and the associated tracking identifiers (e.g., a commitment tracking or corrective action system number).

APS Response PVNGS is tracking completion of the above implementation actions in the PVNGS work management and regulatory commitment tracking system as ACT 4420205, ACT 4420207 and RCTSAI 4420179 as indicated in the aforementioned table.

APS Commitment APS makes the following commitment with regard to plans for enhancing the multi-unit/multi-source dose assessment capability for PVNGS:
