UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555*0001 July 10, 2013 Mr. Thomas Joyce President and Chief Nuclear Officer PSEG Nuclear LLC P.O. Box 236, N09 Hancocks Bridge, NJ 08038

SUBJECT:

HOPE CREEK GENERATING STATION AND SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2 - ONLINE REFERENCE PORTAL FOR REVIEW OF MITIGATION STRATEGIES SUBMITTAL IN RESPONSE TO ORDER EA-12-049 (TAC NOS. MF0867, MF0868 AND MF0869)

Dear Mr. Joyce:

By letters dated February 27,2013, and February 28,2013, PSEG (the licensee) submitted a response to Order EA-12-049 (Mitigation Strategies), for Hope Creek Generating Station and Salem Nuclear Generating Station, Unit Nos. 1 and 2.

To improve the efficiency of the Nuclear Regulatory Commission (NRC) review, the licensees' representatives and the NRC staff have discussed the use of an online reference portal that would allow the NRC staff and contractors limited read-only access to the basis documents and other reference materials cited in your submittal. The online reference portal would allow the NRC staff to audit the licensees' on-site documents that support the information in the submittal.

Documents that are necessary to support the NRC staff safety evaluation of the submittal will be identified by the NRC staff. The licensee will be formally requested to submit those documents on the NRC docket. Use of the online reference portal is acceptable as long as the following conditions are met:

  • The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;
  • The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and
  • Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

The NRC staff requests that the portal be populated, as a minimum, with the references included in the submittal such as drawings, procedures, and calculations. This will help to increase the effectiveness and timeliness of the NRC staffs review. The NRC requests that the portal be ready for access to the NRC staff, within 2 weeks of receipt of this letter.

T. Joyce -2 The conditions associated with the online reference portal must be maintained throughout the duration of the review process. Please provide written confirmation to the NRC stating that you agree to the terms and conditions set forth in this letter.

Should you have any questions regarding the Mitigation Strategies online reference portal, please contact Ms. Jessica Kratchman, Project Manager, at 301-415-5112, or via email at Jessica.Kratchman@nrc.gov. In addition, please e-mail Ms. Kratchman with the information that is needed to access the portal, such as username and password, after the portal is available for use.
