MF 1385) (RC-13-0037).
Dear Mr. Gatlin:
By letters dated April 29, and May 13, 2013, the South Carolina Electric & Gas Company (SCE&G) submitted license amendment requests for Virgil C. Summer Nuclear Station, Unit 1.
The purpose of this letter is to address editorial errors discovered on the cover letters of the acceptance reviews. For the letter dated April 29, 2013, the first sentence should read, "By letter dated April 2,2013Property "Letter" (as page type) with input value "RC-13-0047, License Amendment Request - LAR 12-03567, Application to Revise Tech Specs to Adopt TSTF-510, Revision to Steam Generator Program Inspection Frequencies and Tube Sample Selection, Using Consolidated Line Item Improvement" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., the South Carolina Electric & Gas Company (SCE&G) submitted a license amendment request for Virgil C. Summer Nuclear Plant, Unit 1. For the second letter dated May 13, 2013, the subject of the letter should read Virgil C. Summer Nuclear Station, Unit 1 - Acceptance Review Concerning Changes to Frequency of Lake Rate Testing (TAC NO.
MF1385) (RC-13-0037).
A corrected copy of the pages 1 of the cover letters is enclosed. These do not change any of the conclusions in the acceptance review. We apologize if these errors had caused you any inconvenience.

Dear Mr. Gatlin:
By letter dated April 2, 2013Property "Letter" (as page type) with input value "RC-13-0047, License Amendment Request - LAR 12-03567, Application to Revise Tech Specs to Adopt TSTF-510, Revision to Steam Generator Program Inspection Frequencies and Tube Sample Selection, Using Consolidated Line Item Improvement" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., the South Carolina Electric & Gas Company (SCE&G) submitted a license amendment request for Virgil C. Summer Nuclear Station, Unit 1. The proposed amendment would revise Technical Specification (TS) Surveillance Requirement (SR) 3/4.7.7, "Snubbers," to conform with planned revisions to the snubber inservice inspection program.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required.
This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment.
Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate

The proposed amendment would allow for the extension of the frequency of the containment leak rate test per Technical Specification 6.8.4(g) from 10.9 to 15 years. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review.
