On March 12, 2012, the NRC issued Reference (a) to request in Enclosure 4 that licensees perform flood protection walkdowns to identify and address through the corrective action program plant-specific degraded, nonconforming, or unanalyzed conditions and cliff-edge effects and verify the adequacy of monitoring and maintenance programs.

Document Control Desk May 29, 2013 Page 2 Reference (b) confirmed that Constellation Energy Nuclear Group (CENG) licensees will use the flooding walkdown procedure Nuclear Energy Institute (NEI) 12-07, Guidelines for Performing Verification Walkdowns of Plant Flood ProtectionFeatures, and will respond within 180 days of NRC's endorsement of the flooding walkdown procedure. The NRC endorsed NEI 12-07 in Reference (c).

Reference (d) provided Attachments 1 - 4, the responses for R.E. Ginna Nuclear Power Plant, Nine Mile Point Nuclear Station, and Calvert Cliffs Nuclear Power Plant, to comply with the commitment in Reference (b). Attachment 4 of Reference (d) included a statement that the Calvert Cliffs Unit 2 27-foot West Piping Penetration Room was unable to be inspected due to inaccessibility and the schedule to complete the walkdowns in this room.

For Calvert Cliffs Nuclear Power Plant, Unit 2, CENG completed the scheduled walkdown in the piping penetration room on March 5, 2013. The walkdown was conducted in accordance with NEI 12-07. Parts a through e of the Walkdown Record Form provided in Appendix B to NEI 12-07 were completed and peer reviewed. No deficiencies were encountered. The conclusions outlined in Attachment 4 of Reference (c) remain valid.
