Document Control Desk June 8, 2012 Page 2 On March 12, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued Reference (a). Enclosures 2 and 4 of Reference (a) contain specific requested actions, requested information, and required responses associated with Recommendations 2.1 and 2.3 for flooding reevaluations and walkdowns.
This letter is the required 90-day response to Reference (a) for Calvert Cliffs Nuclear Power Plant, LLC (CCNPP), Nine Mile Point Nuclear Station, LLC (NMPNS), and R.E. Ginna Nuclear Power Plant, LLC (Ginna).
Recommendation 2.1: Flooding The response date for the CCNPP and NMPNS flood hazard reevaluations was identified in Reference (b) as March 12, 2013, which corresponds to one year from the date of Reference (a). Calvert Cliffs Nuclear Power Plant and NMPNS will comply with the requested response date.
The response date for the Ginna flood hazard reevaluation was identified in Reference (b) as March 12, 2015 which corresponds to three years from the date of Reference (a).
Ginna will comply with the requested response date.
The Constellation Energy Nuclear Group licensees, CCNPP, NMPNS, and Ginna will meet the requested dates for the other required responses in Enclosure 2 of Reference (a).
Specifically, an approach for developing an integrated assessment for each site, including criteria for identifying vulnerabilities, will be submitted 60 days after the NRC endorses Integrated Assessment Guidance. In addition, an integrated assessment report for each site, if requested by the NRC, will be submitted within 2 years after the flood reevaluation is submitted.
Recommendation 2.3: Floodin2 For flooding Recommendation 2.3 (walkdowns), Enclosure 4 of Reference (a) states that each licensee is to confirm that it will use the NRC-endorsed flooding walkdown procedure or provide a description of the process it will use.
The Constellation Energy Nuclear Group licensees, CCNPP, NMPNS, and Ginna confirm that they will use the flooding walkdown procedure (NEI 12-07, Guidelines for Performing Verification Walkdowns of Plant Flood Protection Features) endorsed by Reference (c) as the basis for the flooding walkdowns.
Also, CCNPP, NMPNS, and Ginna will comply with the response timeline in Enclosure 4 of Reference (a). Specifically, CCNPP, NMPNS, and Ginna will submit reports documenting the results of their flooding design basis walkdowns by November 27, 2012, which corresponds to 180 days after NRC endorsement of the generic guidance.
Regulatory commitments contained in this letter are detailed in Attachment (1).
