Dear Mr. Hamrick:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated May 22, 2013 (Agencywide Documents Access and Management System Accession No. ML13143A167), Carolina Power &

Light Company (the licensee) submitted Relief Request 13R-11 for Shearon Harris Nuclear Power Plant, Unit No.1. The licensee requested relief from certain requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, related to the repair of the degraded reactor vessel closure head penetration nozzle No. 49.

The NRC staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter. During a discussion with your staff on May 24, 2013, it was agreed that you would provide a response 5 days from the date of this letter.

The NRC considers that timely responses to requests for additional information help ensure sufficient time is available for the NRC staff review and contribute toward the NRC's goal of efficient and effective use of staff resources.

Light Company (the licensee) submitted Relief Request 13R-11 for Shearon Harris Nuclear Power Plant, Unit No.1. The licensee requested relief from certain requirements of the American SOCiety of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, related to the repair of the degraded reactor vessel closure head penetration nozzle No. 49. To complete its review, the NRC staff requests additional information as discussed below.

1. The licensee indicated in Figure 11 of the relief request that nozzle numbers 5, 17, 29, 35,38,49,59, and 63 have previous indications. Nozzle numbers 5,17,38, and 63 have been repaired in accordance with NRC-approved relief request 13R-09. Nozzle number 49 will be repaired in accordance with the subject relief request 13R-11.

Discuss the nature of indications in nozzle numbers 29, 35, and 59, and indicate whether or not they will be repaired. If not, provide justification.

2. In Section 4, Reason for Request, of the NRC-approved relief request 13R-09, the last repair step was to weld a new lower thermal sleeve assembly at applicable locations.

Section 4 of the subject relief request, 13R-11, does not specify welding of a new lower thermal sleeve. Confirm whether (or not) a new lower thermal sleeve assembly will be welded to nozzle number 49.
