Acceptance Review for Diablo Canyon U1 ASME Section XI Inservice Inspection Program Relief Request NDE-RCS-SE-1R18 to Allow Use of Alternative Depth Sizing Criteria (TAC No. MF1427)

Philippe Soenen Supervisor, Regulatory Services By letter dated April 11, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML13102A048), Pacific Gas and Electric Company (PG&E, the licensee) submitted a request for relief from the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, for Diablo Canyon Power Plant, Unit 1, pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.55a(g)(5)(iii). Specifically, the licensee requests to use alternatives to the detection, length sizing, and flaw evaluation criteria requirements of the ASME Boiler and Pressure Vessel Code,Section XI, Appendix VIII, Supplements 2 and 10 as modified by Code Case N-695, "Qualification Requirements for Dissimilar Metal Piping Welds," and Code Case N-696, "Qualification Requirements for Appendix VIII Piping Examinations Conducted From the Inside Surface."

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
