The NRC staff has reviewed the information provided by the licensee in the relief request and determined that additional information is needed to complete its review. Please see the attachment to this email.
A draft request for additional information (RAI) was transmitted on July 8, 2013. On July 9, 2013, you confirmed that a clarification call was not needed and requested a 30 day submittal due date. By letter dated April 11, 2013, (Agencywide Documents Access and Management System Accession No. ML13102A048), Pacific Gas and Electric Company (the licensee) requesting the use of alternate root mean square (RMS) error criteria for sizing flaws that are greater than the requirements of American Society of Mechanical Engineers Code (ASME Code) Case N-695, Qualification Requirements for Dissimilar Metal Piping Welds, and ASME Code Case N-696, Qualification Requirements for Appendix VIII Piping Examinations Conducted From the Inside Surface at Diablo Canyon Power Plant (DCPP), Unit 1.
The U.S. Nuclear Regulatory Commission (NRC) staff requests that the licensee provide additional information to support the relief from the RMS error sizing requirements of ASME Code Cases N-695 and N-696.
- 1. No procedures or personnel are able to depth-size cracks with an RMS error of 0.125 inches or less from the inner diameter for dissimilar metal or austenitic welds; however, there are procedures and personnel qualified to examine and depth-size these welds from the outer diameter. Please describe the difficulties (if any) in inspecting the subject welds from the outer diameter of the welds.
