Diablo Canyon Power Plant, Units 1 and 2 Application for Amendment to Facility Operating License AGENCY: Nuclear Regulatory Commission.

ACTION: License amendment application; withdrawal.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of the Pacific Gas and Electric Company (the licensee) to withdraw its application dated December 29, 2009, as supplemented by letter dated November 22, 2011 (ADAMS Accession Nos.

ML100040087 and ML113270063, respectively), for a proposed amendment to Facility Operating License Nos. DPR-80 and DPR-82 for the Diablo Canyon Power Plant, Units 1 and 2, located in San Luis Obispo County, California.

SUPPLEMENTARY INFORMATION:

The proposed amendment would revise the licensing basis as described in the Final Safety Analysis Report Update to discuss the conformance of the delayed access offsite power circuit (the 500-kV delayed access circuit) to the General Design Criterion 17 requirement that each of the offsite power circuits be designed to be available in sufficient time following a loss of all onsite alternating current power supplies and the other offsite electric power circuit, to assure that specified acceptable fuel design limits and design conditions of the reactor coolant pressure boundary are not exceeded.

The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the Federal Register on March 23, 2010 (75 FR 13790). However, by letter dated March 14, 2013, the licensee withdrew the proposed change.
