OF JANUARY 24, 2013, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY RELATED TO OFFSITE POWER INCLUDING DESIGN CHANGES BEING CONSIDERED AND STATUS OF THE DECEMBER 29, 2009, LICENSE AMENDMENT REQUEST FOR DIABLO CANYON POWER PLANT, UNIT NOS. 1 AND 2 (TAC NOS. ME3018 AND ME3019)

On January 24, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss modifications that PG&E is considering to the offsite power supplies for Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP), and the status of a December 29, 2009, license amendment request (LAR) related to offsite power (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100040087). PG&E provided an overview of the two transmission networks that provide power to DCPP. The immediately available preferred offsite power circuit is supplied via the 230 kiloVolt (kV) transmission network. The delayed preferred offsite power circuit is supplied via the 500 kV transmission network. PG&E described changes to the 230 kV transmission network that are being considered to increase capacity, flexibility, and to address long-term load growth. These changes have been provided to the California Independent System Operator for a decision that is expected to be made in March 2013.

PG&E also described a change that is being considered to install main generator output breakers that would allow the 500 kV transmission network to provide an immediate source of offsite power to DCPP. The modification to install the main generator output breakers has been funded for study and conceptual design work in 2013. A decision on whether or not to install the main generator output breakers has not yet been made.

The December 29, 2009, LAR proposed to clarify the delay time in the Final Safety Analysis Report Update for the 500 kV transmission network to supply offsite power to DCPP. If the main generator output breaker modification was installed, the December 29, 2009, LAR would be unnecessary. The following action items and feedback was provided during the meeting:

  • PG&E committed to withdrawing the December 29, 2009, LAR within 60 days and providing a new LAR by the end of 2013. PG&E's new LAR will include one

-2 of two options: 1) provide additional justification for the delayed 500 kV circuit, or

2) provide a design change to the 500 kV circuit that would include the addition of main generator output breakers that would make the 500 kV circuit an instantaneous source of offsite power.
  • The NRC staff provided preliminary high-level feedback that the installation of the main generator output breakers to provide two circuits that could provide an immediate source of offsite power to DCPP would make the review of the LAR easier and would appear to be the option that would increase margins for accident analysis and make the plant safer.
  • The staff's preliminary high-level feedback regarding PG&E's additional justification for option 1 was that it did not appear to resolve the ambiguity associated with the interpretation of GDC-17, "Electric power systems," and therefore the review of this option, if it were pursued by PG&E, would remain complex.
  • The NRC staff also provided feedback that if PG&E does move forward with the installation of main generator output breakers, it should consider the following guidance:

NUREG-0800, "Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition." This document provides guidance regarding capabilities of main generator output breakers.

A recent license amendment that was approved for the Sequoyah Nuclear Power Plant to install main generator output breakers.

NRC Bulletin 2012-01, "Design Vulnerability in Electric Power System,"

dated July 27,2012 (ADAMS Accession No. ML12074A115). The NRC staff indicated that the installation of main generator output breakers could help to address the issues that were identified in this Bulletin.
