Dear Commissioners and Staff:

In Reference 1, Pacific Gas and Electric Company (PG&E) submitted License Amendment Request (LAR) 09-07 to revise the licensing basis as described in the Updated Final Safety Analysis Report (UFSAR) regarding the conformance of the delayed access offsite power circuit (the 500 kilovolt (kV) delayed access circuit) to 1971 General Design Criterion 17. The change was proposed in response to a non-cited violation discussed in Reference 3.

On November 22, 2011, PG&E responded (Reference 2) to a NRC Staff request for additional information received via e-mail.

On January 24, 2013, PG&E met with the NRC to discuss modifications that PG&E is considering to the offsite power supplies for Diablo Canyon Power Plant (DCPP) and the status of a December 29, 2009, LAR related to offsite power. & Page 2 PG&E Letter DCL-13-025 discussed plans to, within 60 days of the meeting, withdraw the current LAR and resubmit a new LAR by the end of 2013.

PG&E is making the following regulatory commitment (as defined by NEI 99 04) in this letter:

PG&E will submit a new LAR, which will include one of two options: 1) provide additional justification for the delayed 500 kV circuit, or 2) provide a design change to the 500 kV circuit that would include the addition of main generator output breakers that would make the 500 kV circuit an immediate source of offsite power.

This LAR will be submitted by December 31,2013.
