GRAND GULF NUCLEAR STATION, UNIT 1 - CORRECTION TO AMENDMENT NO. 193, RE: REQUEST FOR APPROVAL OF CHANGE TO THE ENTERGY QUALITY ASSURANCE PROGRAM MANUAL AND ASSOCIATED PLANT TECHNICAL SPECIFICATIONS REGARDING STAFF QUALIFICATIONS (TAC NO. ME7778)

By letter dated December 13. 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11356A278), as supplemented by letters dated May 21 and November 20,2012 (ADAMS Accession Nos. ML12145A195 and ML12328A039, respectively),
Entergy Operations, Inc. (Entergy. the licensee). requested changes to the Entergy Quality Assurance Program Manual and Associated Plant Technical Specification (TSs) regarding staff qualifications. These changes would standardize unit staff qualification requirements for the Entergy fleet. On December 28,2012, the Commission issued Amendment No. 193 to Facility Operating License No. NPF-29 for the Grand Gulf Nuclear Station, Unit 1.
The licensee noted a discrepancy on TS page 5.0-5. At the bottom of page 5.0-5 is a list of the amendment numbers (with strikeout text) which had previously modified this TS page. The licensee noted that the NRC issued page 5.0-5 with the following citations "Amendment No.
~, 48d 193" and the correct citations are "Amendment No.~, +a+, 193." These citations provide the historical tracking of revisions to TS pages and are a useful tool for understanding the history behind different revisions and do affect the conclusions of the safety evaluation or the application of the TS.

Unit Staff Qualifications 5.3 5.0 ADMINISTRATIVE CONTROLS 5.3 Unit Staff Qualifications 5.3.1 Each member of the unit staff shall meet or exceed the minimum qualifications of ANSI/ANS 3.1-1978 for comparable positions with exceptions specified in the Entergy Quality Assurance Program Manual (QAPM).
5.3.2 For the purpose of 10 CFR 55.4, a licensed Senior Reactor Operator (SRO) and a licensed Reactor Operator (RO) are those individuals who, in addition to meeting the requirements of Specification 5.3.1, perform the functions described in 10 CFR 50.54{m).
