PRELIMINARY NOTIFICATION - REGION III April 18, 2013 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-III-003 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. Some of the information may not yet be fully verified or evaluated by the Region III staff.

SUBJECT:

LASALLE COUNTY STATION LOSS OF OFF-SITE POWER AND DUAL UNIT REACTOR SCRAM At 2:59 p.m. (CDT) on April 17, 2013, the LaSalle County Station experienced a lightning strike in the switchyard. The resulting loss of off-site power resulted in a dual unit automatic reactor scram. All five Emergency Diesel Generators (EDGs) started and loaded as designed. All rods inserted for both units and all systems functioned as designed. The licensee declared a Notification of Unusual Event (NOUE) at 3:11 p.m. because of the loss of off-site power. The Nuclear Regulatory Commission (NRC) Region III entered Monitoring Mode at 4:25 p.m. The NRC resident inspectors were on-site monitoring plant status and actions.

Off-site power was restored to both units by 11:00 p.m.

The licensee plans to place both units in cold shutdown and is currently developing a repair plan for the switchyard equipment affected by the lightening strike. The NRC has no immediate safety concerns with this issue and returned to normal response mode at 6:42 a.m. on April 18. The licensee terminated the NOUE at 8:14 a.m. on April 18. The NRC resident inspectors will continue to monitor the plant activities and will evaluate the licensees immediate response to the event.

The State of Illinois has been notified.
