OF THE FEBRUARY 25 AND MARCH 4, 2013, TELECONFERENCES REGARDING PERRY NUCLEAR POWER PLANT 95002 INSPECTION READINESS On February 25 and March 4, 2013, the U.S. Nuclear Regulatory Commission (NRC) held teleconferences with members of the Perry Nuclear Power Plant (PNPP) management team at NRCs request. The teleconferences were a continuation of discussions that occurred during the NRCs visit to the site on February 20, 2013. The summary of the February 20, 2013, on-site discussion was included in the 2012 Annual Assessment Letter to PNPP. The purpose of the meetings was to ensure that there was a common understanding of the licensees 95002 Inspection Readiness Action Plan and the readiness/preparedness milestones associated with the action plan. Additionally, the teleconference allowed the licensee the opportunity to discuss the status of their efforts in developing performance-based success criteria that addressed the two open Inspection Procedure (IP) 95002 objectives.

During the teleconferences, the licensee provided information related to the composition of their 95002 inspection preparedness and readiness team. The licensee stated that the team was still in the development stage; however, Mr. Tom Veitch was a permanent member of the team and would be the main point-of-contact for the NRCs 95002 inspection team leader. Mr. Veitch would retain this position both throughout the outage and during the actual 95002 inspection.

The licensee also stated that Mr. Veitch had no outage assignments and would be available at all times for discussions with the NRC inspection team lead. Mr. Veitchs contact information was provided during the March 4, 2013 teleconference. The NRC requested a list of all of the Perry 95002 inspection readiness and preparedness team members, as well as their respective contact information. The licensee agreed to send this information. Future communications with the NRC 95002 inspection team lead and the inspection team were discussed. It was agreed upon that the communications would include regular phone calls and an expected site visit by the end of the March 2013.

During the teleconference on February 25, 2013, the licensee asked for clarification regarding NRCs statements on February 20, 2013, associated with performance-based success criteria for Objective 4 of IP 95002. The NRC provided examples, which added clarity for the licensee. As a result of this clarifying information, the licensee provided their list of performance-based success criteria during the follow-up teleconference on March 4, 2013. During this March 4, 2013 teleconference, the licensee stated that they would have their 95002 Inspection Action Plan readiness milestones documented by March 11, 2013. The licensee reiterated that the action plan milestones were close to approval by the licensees senior leadership team.

Additionally, during both the February 25 and March 4, 2013 teleconferences, the licensee agreed to provide a status of their 95002 Inspection Action Plan at the End-of-Cycle meeting on April 10, 2013.

In addition to the status of the Inspection Action Plan, the licensee agreed to discuss their performance in the area of occupational radiation protection in comparison to performance measures established by their radiation protection department.

Lastly, during the March 4, 2013 call, the NRC informed the licensee of our intention to conduct a public meeting at the Region III office in May 2013. This meeting will be conducted to give the licensee an opportunity to discuss with senior NRC management, their readiness for the Perry 95002 Supplemental Inspection.
