SUMMARY

OF THE MARCH 11, 2013 TELECONFERENCE, REGARDING PERRY NUCLEAR POWER PLANT 95002 INSPECTION READINESS On March 11, 2013, the U.S. Nuclear Regulatory Commission (NRC) held a teleconference with members of the Perry Nuclear Power Plant (PNPP) management team. The teleconference was a continuation of the discussions that occurred on March 4, 2013.

Prior to the teleconference, the PNPP management team sent a revised 95002 Inspection Readiness Action Plan and a listing of the Perry 95002 inspection support team. The revised Action Plan included readiness milestones depicted within the plan. During the phone discourse, the licensees staff gave a high-level overview of the Readiness Action Plan and the indicated readiness milestones. The NRC stated that we would review the details of changes made to the plans after the phone call.

During the teleconference, the NRC asked were changes made to the pre-outage training of both licensee and contractor staff in the preparation for the upcoming outage that specifically addressed the Occupational Radiation Safety deficiencies and performance indicator occurrences identified during and after the last Perry refueling outage. The PNPP staff agreed to provide the NRC with a list of the training programs prior to the next teleconference.

However, Mr. John Grabner communicated that he led and attended all-hands meetings with CONTACT: Billy C. Dickson, DRS (630) 829-9827

both licensee and contractor staff. Mr. Grabner stated that during the all-hands meetings he discussed the station expectations and requirements associated with radiation worker controls.

Mr. Grabner also stated that during those meetings both the licensee staff and the contractor staff listened intently and were very receptive of his message regarding each individuals responsibility for following established rules and expectations associated radiation worker practices. Mr. Grabner also stated that the licensee senior management had attended all the radiation protection contractor (DZ Atlantic) staff orientation meetings. The PNPP management also stated that there was an expectation that reverse-briefs would be expected throughout the duration of the outage.

The NRC asked the PNPP management whether additional licensee oversight was planned during the upcoming outage. The PNPP management responded that the Quality Assurance group would be performing their normal oversight role. The PNPP management also discussed that a 12-person Safety/Human Performance team will be doing field monitoring and trending of behaviors. The licensee stated that there would also be check-ins during the outage to adjust behaviors as needed. The licensee mentioned that one check-in was planned at 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> into the outage.

The NRC staff asked for the status for the licensees 5-year dose reduction comparison effort.

The licensee stated that they were working on the status and would submit a copy of the report to the NRC staff in approximately two weeks. The licensee stated that the dose reduction status report would have to be approved by the station senior leadership team prior to delivery to the NRC.

Lastly, the PNPP staff affirmed the INPO focus group, scheduled for June 10, 2013, will not interfere with the 95002 inspection. During the teleconference, the PNPP staff indicated that their staff would be available for a public meeting in Region III on May 17, 2013. The next phone call was scheduled for March 18, 2013, at 1100 CDT.
