Dear Ms. Schiller:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your January 26, 2013, e-mail to Chairman Macfarlane in which you raised concerns about leaving the restart decision for San Onofre Nuclear Generating Station (SONGS) to Arthur Howell. You also asked about having meetings closer to Oceanside, Carlsbad, or San Diego, California.

The decision regarding the approval or denial of restart for SONGS, Unit 2, will be made by Elmo Collins, Regional Administrator, Region IV, and Eric Leeds, Director, Office of Nuclear Reactor Regulation. The SONGS Oversight Panels prime responsibility is to provide a recommendation regarding restart to Elmo Collins and Eric Leeds. The co-chairs of the Oversight Panel are Arthur Howell, Team Manager, SONGS Special Project, and Dan Dorman, Deputy Director, Engineering and Corporate Support, Office of Nuclear Reactor Regulation. In addition, there are 10 additional members on the panel from Region IV, the Office of Nuclear Reactor Regulation, and the Office of New Reactors. As indicated in the SONGS Review Milestone table on the NRC public Web site (http://www.nrc.gov/info-finder/reactor/songs/tube-degradation.html#step), we will also notify the Atomic Safety Licensing Board and other parties regarding the NRCs intent to issue a decision regarding restart of SONGS, Unit 2, 5-30 days prior to issuing a decision.

Regarding your request to have public meetings closer to San Diego, we try to have the public meeting as near to the site as possible, so that the most affected or impacted individuals can attend. Additionally, since the October 9, 2012 public meeting, the NRC has provided teleconference and webcast capability for the SONGS public meetings so that all interested parties, no matter their location, can observe and participate during the public meetings. All public meetings are announced on the NRC's Web site at http://www.nrc.gov/public-involve/public-meetings/index.cfm.
