Crystal River Unit 3 - Certification of Permanent Cessation of Power Operations and that Fuel Has Been Permanently Removed from the Reactor
Dear Sir:
Crystal River Unit 3 (CR-3) has been safely shutdown since September 26, 2009, when the plant entered the Cycle 16 refueling outage to replace the steam generators. Twice during the course of the extended outage, all fuel assemblies were offloaded to the spent fuel pool. The final removal of fuel from the reactor vessel was completed on May 28, 2011. As of that date, all fuel assemblies have been removed from the reactor vessel and placed in the spent fuel pool for temporary storage.
Following a comprehensive analysis, Progress Energy Florida, a subsidiary of Duke Energy, announced on February 5, 2013, that it will retire the Crystal River Nuclear Plant in Citrus County, Florida.
Pursuant to 10 CFR 50.82(a)(1)(i) and 10 CFR 50.82(a)(1)(ii), Florida Power Corporation (FPC),
the licensee, hereby certifies to the Nuclear Regulatory Commission that fuel has been permanently removed from the reactor vessel. FPC understands and acknowledges that upon docketing these certifications, the CR-3 10 CFR 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel in the reactor vessel.
FPC will submit, at a later time, the Post-Shutdown Decommissioning Activities Report and the site-specific decommissioning cost estimate in accordance with 10 CFR 50.82.
