RE: ME7246 - DA RR Ltr and SE - nature of desired email message In a related activity I faxed you a draft table to be included in our forthcoming correspondence that will contain references to the ADAMS Accession Numbers, associated TAC Numbers, and dates for issuance of each affected Relief Request as well as a description of each requested action. In addition, at the bottom of the table will be a footnote referring to NDE-R009 that explains the roles of TAC Numbers MD3177 and MD8192:

  • TAC MD3177 for NDE-R009 was established for relief action requested by the licensees letter dated 9/29/06 (ADAMS Accession No. ML062780201). By letter dated 3/20/07 (ML070890363), the licensee withdrew its request, and TAC MD3177 was closed. Approximately one year later by letter dated 3/28/08 (ML062780201), the licensee requested the action again. TAC MD8192 was opened to process the application. By letter dated 10/3/08 (ML082480680), the NRC authorized the action.

This exchange of messages completes the effort to record a mutual understanding of the roles of TACs MD3177 and MD8192 in the approval of NDE-R009 as described in the footnote.

The NRC had records corresponding to TAC MD3177, which ended with a withdrawal and thus no relief action occurred.

In addition approximately one year later you applied for relief action again, which became MD8192 and resulted in a relief action. It is this linking of both TACs MD3177 and specifically MD8192 to NDE-R009, which would justify a time extension for NDE-R009.

Accession No. ML11245A240, as supplemented by letter dated December 21, 2012 (ADAMS Accession No. ML12356A185) and an email message dated February nn, 2013 (ADAMS Accession No. MLnnnnnnnnn), NextEra Energy Duane Arnold, LLC (hereinafter referred to as the licensee) submitted a Fourth (4th) 10-Year Inservice Inspection (ISI) Plan[1] for the Duane Arnold Energy Center (DAEC), which contained fifteen (15) previously approved relief requests (listed in Enclosure 1),

among which the licensee requested a time extension to a full 10 years of effectiveness from February 21, 2014 to October 31, 2016, as described in a table shown in Enclosure 1.

In its supplements dated December 21, 2012 and February nn, 2013, the licensee clarified the needed actions at this time since the status of some of the requested reliefs described in its application letter dated August 31, 2011 had evolved. The table in Enclosure 1 is in response to the licensees table in Section H, Page 1 of 100, of its letter dated August 31, 2011, as revised by the table in its letter dated December 21, 2012, and additional information provided for Relief Request NDE-R009 in its email message dated February nn, 2013.

I seek an appropriate email message as soon in February as practical to obtain the needed ADAMS Accession No. for the letter to you that is being prepared.

Please contact me as needed if there are any questions. You may respond as a reply to this message, which I will place in ADAMS to obtain the needed ML number.

The DAEC fourth 10-year ISI plan was scheduled to end with the expiration of the original operating license on February 21, 2014.

On December 16, 2010, the DAEC operating license was extended to February 21, 2034. Consequently, the licensee requested that the current fourth 10-year ISI interval for DAEC be extended for the full 10-year period, extending the end of the fourth 10-year ISI interval to October 31, 2016.
