SUMMARY

OF DECEMBER 17, 2012, MEETING WITH DUKE ENERGY CAROLINAS, LLC, TO DISCUSS STATUS OF THE TRANSITION TO THE NFPA-805 FIRE PROTECTION PROGRAM FOR OCONEE NUCLEAR STATION, UNITS 1,2, AND 3 On December 17, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (N RC) and representatives of Duke Energy Carolinas, LLC (Duke or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. A list of attendees is enclosed. The purpose of the meeting was to allow the licensee to discuss with NRC staff their progress in complying with a license condition governing the transition to a fire protection program usill9 the National Fire Protection Association (NFPA) standard NFPA-805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants."

The licensee's presentation is in the meeting slides (ADAMS Accession No. ML13011A218).

Duke acknowledged that they would not meet some of the project dates listed in the license condition. In particular, they were having difficulty completing the new Protected Service Water (pSW) system. The PSW system contributes major risk reduction in the fire Probabilistic Risk Assessment (PRA) used to evaluate the acceptability of the transition to NFPA-805. Duke stated they have assigned a senior manager to manage the installation of the PSWequipment, and assigned additional staff to help coordinate the project with the station interfaces. The NRC staff stated they are following this effort closely, as the risk reduction gained through implementation of the PSW system needs to be achieved at the Oconee Nuclear Station. Duke stated that in a scenario that relies on the PSW system, there would be an unanticipated temperature increase in the auxiliary building. They are designing additional cooling equipment to address this concern.

Duke also stated that there were challenges with some of the modifications to the plant fire detection systems, as the vendor is reporting that some equipment is no longer available due to obsolescence. This may affect the completion dates for the fire detection modifications. Duke stated that the existing compensatory measures will remain in place until the modifications are completed, and that hourly fire watches would be added for certain critical areas. The NRC staff recommended that the licensee review NRC Regulatory Issue Summary (RIS) 2005-07, "Compensatory Measures to Satisfy the Fire Protection Program Requirements." RIS 2005-07 describes the proper method for changing the approved fire protection program to use an alternate compensatory measure.
