Dear Mr. Shea:

By letter dated August 3, 2012. (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12219A230) and by letter dated October 2,2012, (ADAMS Accession No. ML12278A131). Tennessee Valley Authority submitted the Watts Bar Nuclear Plant's Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan, Revisions 12 and 13. The enclosures to the letters contained safeguards information and have been withheld from public disclosure.

The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing the submittal to ensure compliance with Title 10 of the Code of Federal Regulations, Part 50, Section 50.54(p)(2). We determined that additional information is required to complete our review. The specific information requested is addressed in the enclosure to this letter. The proposed questions were discussed by telephone with your staff on December 4,2012. Your staff agreed to provide a response within 30 days from the date of this request for additional information (RAI).

The enclosure transmitted herewith contains Sensitive Unclassified Non*Safeguards Information. When separated from the enclosure, this transmittal document is decontrolled.
