Dear Sir or Madam:
Pursuant to 10 CFR 50.55a(a)(3)(ii), Entergy Nuclear Operations, Inc. (ENO) requested NRC approval of a Request for Relief for a Proposed Alternative for the Palisades Nuclear Plant (PNP)(Reference 1). The request for relief was submitted because a through-wall flaw was discovered on September 20, 2012, in a service water system, 4-inch cast carbon steel valve body within an American Society of Mechanical Engineers (ASME) Class 3 system. Upon discovery of the through-wall flaw, ENO performed an operability evaluation of the condition, and determined that the valve continued to be capable of performing its required safety functions and was not susceptible to sudden or catastrophic failure.
Subsequent to the submittal of the request for relief, on November 6, 2012, ENO replaced the valve with the through-wall flaw during an unplanned plant outage. Review and approval of the relief request is no longer needed. Therefore, the relief request is being withdrawn. The three commitments submitted with the relief request were completed upon replacement of the valve.
The aforementioned operability evaluation conducted for the through-wall flaw addressed valve operability from the time of flaw discovery until the valve was replaced.
