SUMMARY

Mr. Rikhoff is currently working as a Socioeconomist for the U.S. Nuclear Regulatory Commission (NRC).

Prior to working for the NRC, Mr. Rikhoff worked over 17 years as a government contractor preparing environmental, health, and safety documentation under the National Environmental Policy Act (NEPA) for the U.S. Department of Energy (DOE) and Department of Defense (DoD). He specializes in preparing environmental impact statements (EISs) and assessments (EAs); cost analyses; socioeconomics and environmental justice impact analyses; comprehensive land-use and facility development planning studies; regulatory review and permitting; and consultations with American Indian tribal representatives.

Mr. Rikhoff has provided technical support to DOEs Defense Programs (DP) National Nuclear Security Administration (NNSA) and DOEs Office of Nuclear Energy (NE). His technical support experience consisted of working as Project Manager, Deputy Project Manager and Technical Information Coordinator on projects involving the design, construction, siting, and operation of NNSA nuclear weapons facilities including nuclear production reactors (e.g., New Production Reactor [NPR] Program involving Heavy Water Reactor, Modular High Temperature Gas-Cooled Reactor and Light Water Reactor technologies) and the NNSA/DP proposed production of tritium in commercial TVA reactors (e.g., Watts Bar 1, Sequoyah 1 and 2, and Bellefonte 1 and 2). Mr. Rikhoff has coordinated the work of engineering teams, nuclear material experts, health physicists and nuclear engineers in developing reactor design requirements including size, source terms, and 10 CFR 100 reactor siting documentation for proposed tritium supply reactors for DOE.

He has also worked on projects involving research reactors, industrial/medical isotope production reactors, and linear accelerators (including the production of tritium in an accelerator designed to utilize either a helium-3 or spallation-induced lithium conversion target chambers), as well as DOEs Fast Flux Test Facility at Hanford, Advanced Test Reactor at INL, Annular Core Research Reactor at SNL/NM, and High Flux Isotope Reactor at ORNL.

As Project Manager, Deputy Project Manager, and Technical Information Coordinator on DOE/NNSA NEPA projects, Mr. Rikhoff has directed the work of nuclear, civil, mechanical, and electrical engineers, facility accident analysts, nuclear process experts, health physicists, transportation risk analysts, waste management specialists, attorneys specializing in environmental and regulatory issues, policy analysts, environmental scientists, and conducted the socioeconomics and environmental justice impact analyses. He worked closely with project engineers and environmental scientists to resolve facility and operations design, and environmental and regulatory issues affected by NEPA consultation requirements, permits, and other environmental regulations.

Mr. Rikhoff also has experience in the application of geographic information systems (GIS) in environmental justice demographic analysis and project planning in the United States and abroad. Mr. Rikhoff has worked overseas in the Caribbean (Belize and Jamaica) and as a Peace Corps Volunteer in the Philippines, and at home with Native Americans in the U.S. He has experience involving the public in environmental decision-making, preparing multimedia presentations, and responding to public comments.

Technical Lead responsible for socioeconomics and environmental justice environmental impact analyses and technical support (including drafting responses to public comments) for commercial nuclear power and research and test reactor license renewals, power up-rates, and other licensing actions. Mr. Rikhoff has contributed to over 33 commercial power and research and test reactor license renewal environmental reviews. Hes currently overseeing the revision of the Generic EIS for License Renewal (LR GEIS)

(NUREG 1437, Rev. 1) in support of Part 51 rulemaking. The U.S. EPA gave the draft Revised LR GEIS a rating of Environmental Lack of Objection (LO). He reorganized and revised the LR GEIS; Environmental Standard Review Plans for Environmental Reviews of Nuclear Power Plants, NUREG 1555, Supplement 1: Operating License Renewal; and Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications, Regulatory Guide 4.2, Supplement 1. He also revised and updated the environmental justice portion of NRR Procedural Guidance for Preparing Environmental Assessments and Considering Environmental Issues (LIC-203). Mr. Rikhoff also assists OGC staff on plant-specific license renewal review environmental contentions and assisted NMSS (under TAR) in the review of DOEs Yucca Mountain EIS and provided FSME with technical assistance in revising In-Situ Leach Uranium Milling SEISs.

Technical responsibilities included socioeconomic impact analysis studies, redevelopment land use and transportation planning, cultural resource surveys, American Indian Religious Freedom Act (AIRFA) and Native American Graves Protection and Repatriation Act (NAGPRA) consultation with Native Americans, and Section 106 Review consultation with State Historic Preservation Offices for the Air Force Center for Environmental Excellence (AFCEE), Brooks AFB.

Permit Task Manager responsible for supporting an Independent Power Producer (IPP)/developer on the Warrior Run 180 MWe coal-fired cogeneration project in Cumberland, Maryland. Management responsibilities included budgeting, scheduling, staff coordination, and interaction with the client, Federal, local, and state government representatives. Permit task responsibilities included conducting a cultural resource inventory and supporting historic and archaeological preservation Section 106 review and local site plan approvals for zoning and building permits required from county and state agencies, as well as Federal Aviation Administration and Maryland Aviation Administration review and permit support approvals for the AES Corporation.

Project Manager responsible for conducting an AIRFA compliance study for DOE's Savannah River Field Office. Management responsibilities included budgeting, scheduling, staff coordination, and interaction with the client. Primary responsibilities included, directing anthropologist subcontractor and project staff in locating, contacting, and interviewing representatives of Native American tribal groups and identifying traditional religious concerns in the Central Savannah River Valley. Work involved background research, telephone contacts, personal interviews, and interview documentation for DOE Defense Programs, Savannah River Field Office.

Socioeconomist Socioeconomist responsible for drafting the introduction, purpose, and need including SNL/NM missions and facility descriptions, socioeconomic and environmental justice affected environment and consequences chapters and conducting socioeconomic and environmental justice and cumulative impact analysis for the Sandia National Laboratories/New Mexico Site-Wide Environmental Impact Statement (DOE/EIS-0281).

Responsibilities also included financial and contract administrative support to project management for DOE Defense Programs Albuquerque Operations Office.

Socioeconomist responsible for preparing socioeconomic and land use environmental baseline descriptions of 16 counties in North Dakota in preparation for an environmental impact statement to be prepared by the U.S. Army Corps of Engineers, Mobile District. This document was prepared for the U.S. Air Force Ballistic Missile Defense Organization (BMDO) National Missile Defense (NMD) Program.

Socioeconomist responsible for supporting Northern States Power Company's Monticello Nuclear Generating Plant license renewal Environmental Report Supplement. Primary responsibilities include preparing Economic and Social Effects of Station License Renewal and Summary Benefit-Cost Analysis for Northern States Power Company.

Task Manager responsible for preparing a Socioeconomic Impact Assessment of New Production Reactor Development at the Savannah River Site Technical Memorandum and Supporting Data Package.

Management responsibilities included directing subcontractor, budgeting, scheduling, and staff coordination.

The analysis attempted to estimate impacts from temporary and permanent social and economic changes brought on by the development of three New Production Reactor (NPR) designs at the SRS that could result in costs and benefits to communities adjacent to the SRS. Technically responsible for developing the cost methodologies that were used to measure the amount of increased demand for public services. Also

Task Manager responsible for compiling socioeconomic baseline data on the economic region around DOE's Savannah River Site (SRS) for the Socioeconomic Characteristics of Selected Counties and Communities Adjacent to the Savannah River Site database report. This report described economic and social trends and projections for a six-county region of influence around the SRS. This socioeconomic database report provided information that supported NEPA documentation for DOE actions at SRS including DOE's NPR program for DOE Defense Programs, Savannah River Field Office.

Regulatory Analyst and Permitting Senior Planner responsible for finalizing the Feasibility Study, Proposed Remedial Action Plan, and Record of Decision (ROD) for installation restoration (IR) sites 2 and 12 at the Naval Surface Warfare Center, Dahlgren Laboratory, Dahlgren, Virginia, in support of the Navy Clean program. Coordinated the finalization of these documents with EPA Region III project manager and client and prepared public meeting materials for the U.S. Navy.

Permit Task Manager supporting an independent power producer (IPP)/developer on the proposed Cohansey 300 MWe coal-fired cogeneration facility in Bridgeton, New Jersey. Primary management responsibilities included budgeting, scheduling, staff coordination, and interaction with client and local government representatives. Permit responsibilities included site plan approvals, traffic planning, zoning and building permits, and solid and hazardous waste permits from county and municipal agencies. Provided technical support at city and county planning board meetings including informational presentations for the AES Corporation.

Permit Investigation Manager supporting an independent power producer (IPP)/developer on the Jefferson-Smurfit Corporation Fernandina Beach Mill 20 MWe wood/coal-fired cogeneration project, Fernandina Beach, Florida. Primary management responsibilities included budgeting, scheduling, staff coordination, and interaction with client. Permit investigation responsibilities included a review of local development regulations and regional, state, and Federal air, water, and Federal Aviation Administration permit requirements for Brown & Root Energy Development, Inc.

Permit Task Manager supporting an independent power producer (IPP)/developer on the 60 MWe combined-cycle cogeneration facility in Lee, Massachusetts. Primary management responsibilities included budgeting, scheduling, staff coordination, and interaction with client and local government representatives.

Permit responsibilities included obtaining storage tank permits from county and municipal agencies as well as technical input into an Environmental Impact Report on the facility for Federal, state, and local agencies and public interests for O'Brien Energy Systems.

Primary management responsibilities included budgeting, scheduling, staff coordination, and interaction with client and local government representatives. Permit Investigator supporting an Independent Power Producer (IPP)/developer on the proposed James City County 2x171 MWe coal-fired and Yorktown 250 MWe combined-cycle cogeneration facilities in James City County and Yorktown, Virginia. Primary permit investigation responsibilities included budgeting and scheduling, site plan approvals, conditional use and/or special use permits, variance on nonconformances, zoning permits, and archaeological and historical site information from county and municipal agencies for TEVCO Power Company.

Regulatory Analyst responsible for drafting the Environmental Compliance and Permit Requirements chapter for DOEs EIS for the Siting, Construction, and Operation of New Production Reactor (NPR) Capacity DOE/EIS-0144) for Argonne National Laboratory (ANL). Identified all relevant Federal and state environmental laws

Planner responsible for interviewing representatives from the community, interested organizations, and environmental groups, as well as local, state, and Federal officials, in preparation for completing the DOE's Savannah River Site (SRS) Community Relations Plan. The purpose for the plan was to get the public involved in the DOE's decision-making process and support environmental clean-up activities at the SRS for DOE Defense Programs, Savannah River Field Office.

Cultural Resource Management Task Manager responsible for drafting an Information Brief for the DOE Historian. Responsibilities include identifying DOE issues, policies, and practices involving the DOE Historian and coordination between the DOE Historian and DOE's Historic Preservation Officer for Energetics, Inc. and DOE Office of Environmental Guidance (EH-232).

Auditor responsible for appraising DOE's Savannah River Archaeological Research Program.

Responsibilities include assessing the adequacy of the Savannah River Archaeological Research Program (SRARP) and the University of South Carolina (USC) South Carolina Institute of Archaeology (SCIAA) programs and procedures for achieving compliance with applicable Federal and state regulations and with DOE directives and orders. This assessment focused on a programmatic review of archaeological/historical resource protection and management of the DOE's Savannah River Site for DOE, Savannah River Field Office.

05/88 - 07/89: Environmental and Land Use Planner, Rhodeside & Harwell, Inc.

Land Use Planner responsible for conducting an investigation of electrical transmission line impacts on property values on properties located adjacent to major electrical transmission lines for Virginia Power.

Prepared methodology report and Survey Training Package.

Land Use Planner responsible for conducting the density modeling analysis of land-use development alternatives for the Downtown Silver Spring, Maryland, Central Business District Development Plan.

Land Use/Environmental/Facility Master Planner responsible for revising the David Taylor Research Center, Annapolis Facility Master Plan for Naval Facilities Engineering Command, Chesapeake Division (CHESDIV).

Provided technical support in developing the Basic Facility Requirements (BFR) analysis for the Center's Annapolis Facility. Generated a review of the facilitys existing condition by code and building and compared those results with the BFR. Provided technical assistance in developing recommendations for the Annapolis Facility's Master Plan for Naval Facilities Engineering Command, Chesapeake Division.

Land Use/Environmental/Facility Master Planner responsible for writing the Pocahontas State Park Environmental Assessment and the Pocahontas State Park Comprehensive Master Plan for the Commonwealth of Virginia's Department of Conservation and Recreation, Division of State Parks. The park is located in central Virginia, southwest of Richmond. Tasks involved land use and environmental resource inventories, impact assessments, and mitigation plans for Virginia Department of Conservation and Historic Resources, Division of Planning and Recreation and Division of State Parks.

Environmental Planner responsible for analyzing the environmental impacts of an electrical transmission line and selection of the transmission line route. Task responsibilities included conducting an Environmental Assessment for the 2-mile Underground Glebe-Pentagon 230 kV Transmission Line. Prepared presentation and text graphics and provided technical support at public meetings for Virginia Power Company.

Environmental Planner responsible for analyzing the environmental impacts of an electrical transmission line and selection of the transmission line route. Task responsibilities included writing and editing an Environmental Assessment for the 15-mile Gainesville-Warrenton 230 kV Transmission Line. 01/86 - 05/88: Graduate Student, University of Pennsylvania Land Use Planner responsible for conducting an Environmental Impact Study and Analysis on the Effects of Expanded Coffee Production on the Blue Mountains of Jamaica. Presented findings to the Rural Physical Planning Division, Jamaican Ministry of Agriculture, and the University of the West Indies. The report included an update on the environmental conditions of the Blue Mountains. A computerized environmental inventory and impact assessment using ERDAS was included in the updated report.

Land Use Planner responsible for conducting comprehensive land use development studies for Spring City and Manayunk, Pennsylvania.

08/83 - 12/85: U.S. Peace Corps Volunteer, Ormoc City, Leyte, Republic of the Philippines Mr. Rikhoff was responsible for coordinating the development, construction, and repair of rural water supply systems for rural villages. Conducted feasibility studies, technical and financial surveys, and trained members of Rural Water Associations in the administration of their utilities in Ormoc City, Leyte and Visayas Region VIII.

Planner responsible for coordinating the development and construction of the Seven Star Barangay Water Program, a rural water supply system for seven rural mountain villages. Conducted feasibility studies and technical and financial surveys for the U.S. Agency for International Development (USAID); and trained members of Rural Water Associations in the administration of their utilities in Ormoc City, Leyte.

Mr. Rikhoff worked as a Publishers Representative in southeastern Pennsylvania responsible for the sale of engineering, physics, and calculus textbooks to 34 colleges and universities.
