ME8339)

Dear Mr. Ajluni:

By letters dated March 30 (Agencywide Documents Access and Management System (ADAMS)

Accession Number ML12093A048) and August 29,2012 (ADAMS Accession No.ML12243A249), Southern Nuclear Operating Company, Inc. (the licensee), submitted information summarizing the results of the 2011 steam generator (SG) tube inspections at Vogtle Electric Generating Plant, Unit 2.

The Nuclear Regulatory Commission (NRC) staff has completed its review of the report and concludes that the licensee provided the information required by the technical specifications, and that no additional follow-up is required at this time. The NRC staff's review of the report is enclosed.

Sincerely, 1;J2~IVl~

UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 UNITED STATES NUCLEAR REGULATORY COMMISSION OFFICE OF NUCLEAR REACTOR REGULATION REVIEW OF THE 2011 STEAM GENERATOR TUBE INSERVICE INSPECTION REPORT SOUTHERN NUCLEAR OPERATING COMPANY, INC.

VOGTLE ELECTRIC GENERATING PLANT. UNIT 2 DOCKET NO. 50-425 By letters dated March 30 (Agencywide Documents Access and Management System (ADAMS)

Accession Number ML12093A048) and August 29,2012 (ADAMS Accession No. ML12243A249), Southern Nuclear Operating Company, Inc. (the licensee), submitted information summarizing the results of the 2011 steam generator (SG) tube inspections at Vogtle Electric Generating Plant (VEGP), Unit 2. These inspections were performed during the fifteenth refueling outage.

VEGP, Unit 2 has four Westinghouse Model F SGs, each of which contains 5,626 U-bend thermally treated Alloy 600 tubes. Each tube has a nominal outside diameter of 0.688 inches and a nominal wall thickness of 0.040 inches. During SG fabrication, the tubes were hydraulically expanded, at both ends, over the full depth of the tubesheet. Type 405 stainless steel support plates, which have broached quatrefoil holes, support the vertical section of the tubes, and anti-vibration bars support the U-bend section of the tubes.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g.,

tube plugging) taken in response to the inspection findings.

No crack-like indications were detected during the 2011 inspections.

An upper internals and steam drum inspection was performed in all four SGs. Visual inspections within the four SG feedwater rings revealed early signs of feedwater ring base material loss on a limited number of feedwater ring-to-J-nozzle jOints. Ultrasonic thickness measurements of the feedwater rings also identified several areas of local thinning.

An engineering evaluation by the licensee indicated that the identified conditions are not expected to adversely affect the thermal performance function and structural integrity of the feedwater rings or other upper steam drum components in any of the VEGP, Unit 2 SGs. The identified conditions are not expected to develop loose fragments within the SGs that would subsequently impact the SG tubes.

Enclosure

- 2 A foreign objects search and retrieval (FOSAR) was performed in the annulus and tube lane region (including the periphery tubes) and at locations where eddy current inspection indicated there was a possible loose part. After the FOSAR, 22 objects remained in the SGs. An evaluation by the licensee indicated that these objects are not expected to cause significant tube wear over long-term operation.

Based on a review of the information provided by the licensee, the staff concludes that the licensee provided the information required by their technical specifications and that no additional follow-up is required. The SG tube inspections at VEGP, Unit 2 appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
