VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 - LICENSE AMENDMENT REQUEST TO IMPLEMENT RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS AND COMPONENTS FOR NUCLEAR POWER REACTORS (TAC NOS. ME9472 AND ME9473)
Dear Mr. Ajluni:
By letter dated August 31, 2012, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12248A035), Southern Nuclear Operating Company, Inc., (SNC),
submitted a request to revise the Vogtle Electric Generating Plant, Units 1 and 2 (VEGP) facility operating license to implement the provisions of Title 10 of the Code of Federal Regulations, Section 50.69, "Risk-informed categorization and treatment of structures, systems, and components for nuclear power reactors." The U. S. Nuclear Regulatory Commission (NRC), by letter dated June 17, 2011, in response to SNC's letter dated December 6, 2010, granted pilot status for the review of this issue at the VEGP.
The purpose of this letter is to provide the results of the NRC staff's acceptance review of this amendment request. The acceptance review was performed in accordance with L1C-109, Revision 1, "Acceptance Review Procedures," to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review.
The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with 10 CFR 50.90, an amendment to the license must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff guidance in this matter is described in Regulatory Guide 1.201, "Guidelines for Categorizing Structures, Systems, and Components in Nuclear Power Plants According to Their Safety Significance." SNC states that the categorization process also conforms to the guidance in Nuclear Energy Institute [NEI] 00-04, "10 CFR 50.69 SSC Categorization Guideline," which is enclosed with comments and clarifications in Regulatory Guide 1.201.

Given the extensive resources required for the review and the pilot nature of the review, the staff is planning completion of the review within 18 months of its submittal by March 1, 2014.
