EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION (TAC NOS. ME9004 AND ME9005)

Dear Mr. Ajluni:

By letter dated July 5,2012 (Agencywide Documents Access and Management System Accession No. ML12188A7210, Southern Nuclear Operating Company, Inc. (SNC or the licensee), submitted a license amendment request to change the Technical Specification to revise the rninimum water level in the plant service water pump well. The U.S. Nuclear Regulatory Commission staff finds that additional information in the balance-of-plant area is needed as set forth in the Enclosure.

Please provide the additional information within thirty (30) days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (HNP)

SOUTHERN NUCLEAR OPERATING COMPANY (SNC)

1. One of the bases for the minimum water level stated in proposed Surveillance Requirement 3.7.2.1 is the minimum submergence value for the pumps listed in Table 1 of SNC's July 5, 2012 submittal. Minimum submergence values are based on providing net positive suction head and preventing vortexing. Table 1 is as follows:

PUMP PSW Pump Well Minimum Water level for Minimum Submergence (ft MSL) I Unit 1 PSW pumps 59.1 I Unit 2 PSW pumps 59.3 Standby Service Water pump 60.0 Units 1 and 2 RHRSW pumps 59.8 Considering the following drawings, the staff requests additional information on how SNC developed the minimum water levels stated in Table 1 above.

Request for Information

a. Discuss how SNC calculated the minimum submergence for each pump as listed in Table 1 above.
b. Explain why the minimum submergence values for the PSW pumps differ from the values presented in SNC's submittal of December 15, 2011 (that was later withdrawn).
2. Reference 1 in SNC's July 5,2012 submittal listed LCO 3.5.1, Minimum River Level, as:

- 2 If the water level, as measured in the pump well, is less than 61.2 feet MSL, the discharge from each plant service water pump will be throttled such that each pump does not exceed 7000 gpm.

The existing Technical Specifications (TS) do not have that requirement.

Request for Information Please explain how the requirement for throttling was removed from TS, and where is that requirement now stated?
