APPROVAL OF HIGHWAY ROUTE TO TRANSPORT SPENT NUCLEAR FUEL FROM UNIVERSITY OF TEXAS TO IDAHO NATIONAL LABORTORY (7NUCLEAR REGULATORY COMMISSION ROUTE NO. 245)
Dear Mr. Boyd:
I am responding to your letter dated June 26, 2012, which requested the U.S. Nuclear Regulatory Commission (NRC) approve a highway route for transporting spent nuclear fuel (SNF) from the University of Texas Pickle Research Center, Austin, Texas to Idaho National Laboratory, Scoville, Idaho (NRC Route No. 245).
The NRC has reviewed your application and concluded that the information satisfies the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 73.37. Specific details of Route No. 245 is enclosed (Enclosure 1). Specific details of Route No. 245 combined with additional Safeguards Information (SGI) are also enclosed (Enclosure 2). Enclosure 2 will not be released to the public and you should protect it in accordance with the requirements of 10 CFR 73.21. Approval of Route No. 245 will expire September 29, 2017. The NRC expects your periodic review and update of the emergency phone numbers associated with this route.
Changes to emergency contact numbers do not qualify as a route deviation or change.
The NRC issued Additional Security Measures (ASMs) for the transportation of SNF on October 3, 2002, for NRC licensees, who ship greater than 100 grams of SNF. Licensees are required to comply with the requirements of 10 CFR 73.37 and these ASMs when shipping SNF.
Licensees are also required to comply with U.S. Departments of Transportation and Homeland Security regulations on the shipment of hazardous materials.
In addition, the NRC issued Regulatory Issue Summary (RIS) 2002-12I, Revision 2, Transportation of Spent Nuclear Fuel Greater than 100 Grams - NRC Threat Advisory and Protective Measures System,@ on August 24, 2011. The RIS advised licensees shipping SNF to consider various recommendations to be taken in conjunction with changes to the National or transportation-sector threat levels.
