Millstone 2 - Acceptance Review for UHS Temperature Measurement (TAC ME9108)
Dear Mr. Bartron:
By letter dated July 17, 2012, Dominion Nuclear Connecticut, Inc. (DNC) submitted for the U.S.
Nuclear Regulatory Commission (NRC) an amendment to revise Technical Specification Bases (TSB) 3/4.7.11, Final Safety Analysis Report (FSAR) Section 9.7.2.1.2, and Appendix B for Millstone Power Station Unit 2 (ADAMS Accession Number ML12202A040). The proposed TSB and FSAR changes would provide additional operating margin for measurement of the Ultimate Heat Sink (UHS) temperature. The proposed change to Appendix B is to remove a license condition that is no longer needed.
Consistent with 10 CFR 50.90 an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
