SUMMARY

I. Executive Summary On June 21, 2011, an exercise was conducted in the 10-mile Plume Exposure Pathway Emergency Planning Zone (EPZ) and on June 22 & 23, 2011 in the 50-mile Ingestion Pathway Emergency Planning Zone (IPZ) around the J.A. FitzPatrick Nuclear Power Plant and was evaluated by the Federal Emergency Management Agency (FEMA), Region II. The purpose of the exercise was to assess the level of State and local preparedness in responding to a radiological emergency. This exercise was held in accordance with FEMA's policies and guidance concerning the exercise of State and local radiological emergency response plans (RERPs) and procedures.

The most recent full-scale federally evaluated exercise at this site was conducted on September 22, 2009. The qualifying emergency preparedness exercise was conducted on September 15, 1981.

FEMA wishes to acknowledge the efforts of the many individuals in New York State and the Counties of: Oswego,Onondaga Cayuga, Jefferson, Lewis, Madison, Oneida, Ontario, Seneca and Wayne who participated in this exercise.

Protecting the public health and safety is the full-time job of some of the exercise participants and an additional assigned responsibility for others. Still others have willingly sought this responsibility by volunteering to provide vital emergency services to their communities.

Cooperation and teamwork of all the participants were evident during this exercise.

This report contains the final evaluation of the plume phase of the biennial exercise and the evaluation of the following out-of-sequence activities: Traffic Control Points - Oswego County Sheriff and City of Oswego Police on June 21, 2011; Special Population Bus Company Interviews at Oswego County Opportunities & A+E Transport on May 5, 2011; School Bus Company Interview at Mexico School District on May 6, 2011; School Interviews at Oswego Riley Elementary, Oswego Middle School and BOCES on May 6, 2011; Medical MS-Drill (Transportation and Facility by Oswego Fire Department and Facility at Oswego Hospital on October 21, 2011.

There were no Deficiencies and two Areas Requiring Corrective Action (ARCAs) identified as a result of the plume exercise. In addition, One Planning Issue was identified as a result of this exercise.

Corrective actions were demonstrated for six prior ARCAs, thus closing those issues.

II. INTRODUCTION On December 7, 1979, the President directed FEMA to assume the lead responsibility for all offsite nuclear planning and response. FEMA's activities are conducted pursuant to 44 Code of Federal Regulations (CFR) Parts 350, 351 and 352. These regulations are a key element in the Radiological Emergency Preparedness (REP) Program that was established following the Three Mile Island Nuclear Station accident in March 1979.

FEMA Rule 44 CFR 350 establishes the policies and procedures for FEMA's initial and continued approval of State and local governments' radiological emergency planning and preparedness for commercial nuclear power plants. This approval is contingent, in part, on State and local governments' participation in joint exercises with licensees.

FEMA's responsibilities in radiological emergency planning for fixed nuclear facilities include the following:

  • Taking the lead in offsite emergency planning and in the review and evaluation of RERPs and procedures developed by State and local governments;

- Determining whether such plans and procedures can be implemented on the basis of observation and evaluation of exercises of the plans and procedures conducted by State and local governments;

  • Responding to requests by the U.S. Nuclear Regulatory Commission (NRC) pursuant to the Memorandum of Understanding between the NRC and FEMA dated June 17, 1993 (Federal Register, Vol. 58, No. 176, September 14, 1993); and
  • Coordinating the activities of Federal agencies with responsibilities in the radiological emergency planning process:

Representatives of these agencies serve on the FEMA Region II Regional Assistance Committee (RAC), which is chaired by FEMA.

Formal submission of the RERPs for the Nine Mile Point and James A. FitzPatrick Nuclear Power Plants (JAFNPP), which share the site and the Emergency Planning Zone) to FEMA Region II by New York State occurred on July 15 1981. Formal approval of the RERPs was granted by FEMA on February 1, 1985 under 44 CFR 350.

A radiological emergency preparedness exercise was conducted on June 21 - 23, 2011 by the State and local governments and was evaluated by FEMA Region II to assess the capabilities of State and local emergency preparedness organizations in implementing their RERPs and procedures to protect the public health and safety during a radiological emergency involving the FitzPatrick Nuclear Power Plant.

The purpose of this exercise report is to present the exercise results and findings on the performance of the offsite response organizations (ORO) during a simulated radiological emergency.

The findings presented in this report focus on the 1st day of the exercise, June 21, 2011 and are based on the evaluations of the Federal evaluator team,with final determinations made by the FEMA Region II RAC Chairperson, and approved by the Regional Administrator. The Ingestion Pathway Exercise results, demonstrated and evaluated following the release termination on June 21 st 2012, and extending through June 22-23, 2012 are issued under seperate cover.

Section III of this report, "Exercise Overview," presents basic information and data relevant to the exercise. This section of the report contains a description of the plume pathway EPZ, a listing of all participating jurisdictions and functional entities that were evaluated, and a tabular presentation of the time of actual occurrence of key exercise events and activities.

Section IV of this report, "Exercise Evaluation and Results," presents detailed information on the demonstration of applicable exercise objectives at each jurisdiction or functional entity evaluated in a jurisdiction-based, issues-only format. This section also contains (as applicable): (1) descriptions of all Deficiencies and ARCAs assessed during this exercise, and the recommended corrective actions, and (2) descriptions of unresolved ARCAs assessed during previous exercises and the status of the OROs' efforts to resolve them. The improvement plan for outstanding issues is contained in Appendix A.

III. EXERCISE OVERVIEW Contained in this section are data and basic information relevant to the June 21, 2011, exercise to test the offsite emergency response capabilities in the area surrounding the FitzPatrick Nuclear Power Plant. This section of the exercise report includes a description of the plume pathway EPZ, a listing of all participating jurisdictions and functional entities that were evaluated, and a tabular presentation of the time of actual occurrence of key exercise events and activities.

A. Plume Emergency Planning Zone Description The area within the Nine Mile Point/James A. FitzPatrick site is located on Lake Ontario and in Oswego County. Oswego County is predominantly rural in nature with approximately 75 percent of its total land acres consisting of woodland, wetlands, and inactive agricultural land.

Although active agriculture land only accounts for 16 percent of the local land acres, agriculture is the major land use in the county. The major agriculture activity in Oswego County is dairy, accounting for approximately 63 percent of the value of all farm products produced in the county. The major harvested crops are hay, alfalfa, and corn. The major livestock animals are 7

The 10-mile EPZ contains a total population of 41,284 (2000 Population Estimates). The FitzPatrick Nuclear Power Plant site is located seven miles to the northeast of the city of Oswego and thirteen miles north of the city of Fulton. Aside from these two areas of population concentration, the region is sparsely populated.

The industrial activities within the 10-mile EPZ are confined principally to the metropolitan area within the city of Oswego, with little industry in the outlying communities of Scriba, Minetto, Volney and Mexico. Manufacturing firms directly account for 33 percent of the total employment of Oswego County.

The public institutions, aside from the schools and churches, within the EPZ of the site are a hospital, a college, and a jail. There are also a number of special facilities located within the 10-mile EPZ.

Continuing urban and industrial expansion of the area will increase both the population and the amount of land used for residential and commercial purposes. It is anticipated that the population in the region will increase by about 30 percent in the next twenty years, with larger increases in the urban areas.

SUMMARY

2.1 Exercise Purpose and Design The DHS/FEMA Region II Office evaluated the plume portion of the exercise on June 21, 2011 to assess the capabilities of the local emergencypreparedness organizations in implementing their Radiological Emergency Response Plans and Procedures to protect the public health and safety during a radiological emergency involving James A. FitzPatick Nuclear Power Plant. The purpose of this report is to represent the results of the findings on the performance of the offsite response organizations during a simulated radiological emergency.

2.2 Exercise Objectives, Capabilities and Activities Exercise Objectives and Capabilities/REP Criteria selected to be demonstrated during the exercise are discussed in the Extent-of-Play Agreement, Rev. 8 June 2, 2011 and is found in Appendix E of this report.

2.3 Scenario Summary The exercise scenario was developed to evaluate the response of the exercise participants to an incident requiring evacuation of the public from the 10-mile Emergency Planning Zone (EPZ) surrounding the James A. FitzPatrick Nuclear Power Plant. The scenario provided for the evaluation of Oswego County Emergency Mangement Office (OCEMO), New York State Department of Health and Oswego County to make protective action decisions to evacuate a portion of the EPZ.

Initial Conditions:

Today is the 246th day of continuous service.

Plant is at approximately 96.5% power, maintainingless than 2450 MWth. Power was reducedyesterday due to a concern over the condition of the known leakingfuel and potential issues with additionalfuel. Interim guidancehas been issued to maintainpower below 2450 MWth, and to restrict cooldown to less than 10 degrees Fper hour in the event of a reactorshut down or scram. Reactor engineering is working with General Electric and GlobalNuclear Fuels to resolve the issue. Resolution is expected late tonight.

FitzPatrick Three weeks ago, the plantperformed a power reduction to performflux suppression testing when Offgas radiationlevels indicateda potentialfuel issue. Two control rods have been inserted to suppress two adjacentleakingfuel bundles. Offgas radiationlevels are slightly elevated and are being monitoredmore closely for signs offurtherfuel issues.

Over the last three weeks high vibration alarms have occurredseveral times on the "B" R WR Pump. These alarmsare sporadic and brief,lasting no more than afew seconds at a time. Troubleshootinghas been conducted and no conclusion hasyet been drawn as to the cause due to the extremely short durationof the anomalies.

"B" SBGT is inoperableand danger tagged out of servicefor preplannedmaintenance.

This is day 1 of a 2 day plannedoutragefor charcoalreplacement and other minor work activities.Removal of the old charcoal,and cleaning/preppingfor the new charcoalwill be completed by about 0800. Installationof the new charcoalis expected to be completed by 1800.

FitzPatrick SECTION 3: ANALYSIS OF CAPABILITIES 3.1 Exercise Evaluation and Results Contained in this section are the results and findings of the plume portion of the evaluation of all jurisdictions and functional entities that participated in the June 21, 2011 exercise to test the offsite emergency response capabilities of State and local governments in the EPZ surrounding the FitzPatrick Nuclear Power Plant.

Each jurisdiction and functional entity was evaluated on the basis of its demonstration of criteria contained in the September 12, 2001 Federal Register Notice (revised April 25, 2002) and in the Interim REP Program Manual (August 15, 2002).

3.2 Summary Results of Exercise Evaluation The matrix presented in Table 3.1, on the following page(s), presents the status of all exercise criteria that were scheduled for demonstration during this exercise by all participating jurisdictions and functional entities. FMT-A was unsure how to read their survey instruments. With some prompting, they learned how to interpret the needle location on the meter face and range scale indicator on the knob in order to record the value as counts per minute or Roentgens per hour.

  • Messages for Public Inquiry at the JIC will be developed by the Scenario Development Team. Public Inquiry messages will be injected at the JIC by a control cell to enable the public inquiry function to identify trends and false rumors.
  • The State Controller will inject radiological data for any radiological field activities.

" According to REP Program Strategic Review Initiative 1.5, "During tabletop exercises, drills and other demonstrations conducted out-of-sequence from an integrated exercise, if FEMA and the offsite response organizations (ORO) agree, the FEMA Evaluator may have the participants re-demonstrate an activity that is determined to be not satisfactorily demonstrated.
